Ian Buruma en 'het betrekkelijk goedaardige imperialisme uit Washington' 12


Het is een moeilijke tijd voor de westerse mainstream-opiniemakers, nu, na de val van de Sovjet Unie, ook de ‘Pax Americana haar einde [nadert],’ zoals op vrijdag 9 juni 2017 de kop luidde boven een NRC-artikel van de journalist Ian Buruma. Voor hem, als overtuigd Atlanticus, is het problematisch, zo niet onmogelijk, te verklaren hoe het ‘betrekkelijk goedaardige imperialisme uit Washington’ toch schijnbaar plotseling zijn langste tijd heeft gehad. Weliswaar probeerde Buruma zich alvast tegen kritiek in te dekken door de toevoeging ‘betrekkelijk,’ maar dat was niet meer dan een vormkwestie, immers, alles op aarde is ‘betrekkelijk.’ Het weerhield hem ook niet om te voorspellen dat ‘we,’ te weten het merendeels witte lezerspubliek, ‘ons [zullen] moeten voorbereiden op een tijd waarin we met weemoed terugkijken op het betrekkelijk goedaardige imperialisme uit Washington.’ Voor Buruma staat onomstotelijk vast dat Amerikaanse beleidsbepalers een grote bijdrage hebben geleverd aan het scheppen van 'vrede' op aarde. Zo benadrukte hij in juli 2002 in The Guardian dat ‘it was an American president, Woodrow Wilson, who fathered the League of Nations in a wildly idealistic attempt to secure world peace.’ Dat de werkelijkheid in strijd is met zijn zienswijze heb ik aan de hand van de feiten hier al eerder proberen aan te tonen. Onder de veelzeggende kop ‘Why we must share America's dirty work’ tracht Buruma aan te tonen dat het Amerikaans ‘imperialisme’ een zegen is voor de wereld, in elk geval voor het deel dat tot het domein van het vrije Westen behoort. Maar aan elke droom komt een eind, en dus werd het na 11 september 2001 zelfs voor de mainstream-opiniemakers onhoudbaar vol te houden dat de Amerikaanse terreur elders een manifestatie is van — met dank aan Ian — ‘a wildly idealistic attempt to secure world peace.’ Daarom zag  mijn oude kennis Buruma zich uiteindelijk gedwongen de vraag te stellen: ‘So what the hell went wrong?’ In één adem door beantwoordde hij die vraag met: 

In the first place, the Americans in 1945 could never have imagined that they might one day be tripped up by their own idealism.

De belangrijkste oorzaak van de Amerikaanse agressie na 11 september 2001 is dus de veronderstelling dat ‘de Amerikanen in 1945’ zich niet konden voorstellen dat ‘zij op een dag over hun eigen idealisme’ zouden struikelen. De lezer dient in deze voorstelling van zaken ervan uit te gaan dat de Amerikaanse oorlogsmisdaden in bijvoorbeeld Vietnam voortkwamen uit ‘idealisme,’ hetzelfde ‘idealisme’ dat de oorzaak is geweest van het ten val brengen van democratisch gekozen regeringen in Guatemala, Perzië, Congo, Chili, het in het zadel helpen of houden van dictators én de permanente gewelddadige interventies in vele delen van de wereld. Dit Amerikaans ‘idealisme,’ dat ontelbare mensenlevens heeft gekost, heeft een neoliberale ideologie mogelijk gemaakt waarbij vandaag de dag acht individuen evenveel bezitten als de helft van de hele mensheid tezamen. Hoewel plunderaars in elke tijd hun slag weten te slaan, is het niet uitgesloten dat deze profiteurs zich inderdaad ‘moeten voorbereiden op een tijd waarin’ zij ‘met weemoed’ zullen ‘terugkijken’ op het ‘imperialisme uit Washington,’ maar — en ik stel dit met klem —  deze overtuiging van Buruma wordt zeker niet gedeeld door de overgrote meerderheid van de wereldbevolking. En dus waarschuwde hij in The Guardian van dinsdag 16 juli 2002 ervoor dat ‘now that the Russians are down and out, the natural deference to American leadership is harder to maintain.’ Immers, zodra de westerling niet langer meer mentaal gemobiliseerd kan worden door een pathologische angst voor ‘de Russen,’ of welke boeman dan ook, is het inderdaad ‘moeilijker’ om ‘de vanzelfsprekende eerbied voor het Amerikaans leiderschap’ te ‘handhaven.’ De winnaar van de Erasmus-Prijs in 2008, weet als ‘typisch voorbeeld van de nieuwe kosmopoliet,’ dat wil zeggen: als stem van het westerse establishment beter dan de eenvoudige sterveling hoe het bespelen van de angsten van de massa het middel bij uitstek is om de bevolking in het gareel te houden. In het manicheïsche wereldbeeld van de simplist functioneert Het Goede pas optimaal zodra het een scherp contrast vormt met Het Kwaad. De Amerikaanse superioriteit wordt dus echt duidelijk wanneer er een bedreigende vijand tegenover staat. In 2002 formuleerde Buruma deze opvatting als volgt:

For an alliance to work, you need a common enemy. And many Europeans don't see Iraq as a common enemy. Instead, that nagging fear of being dragged into wars by bellicose America, of being rudely wrenched from our peaceful dreams, is growing. But this is the fear of the powerless bystander. One reason for wanting the US to be part of the ICC, or other international institutions, is to check its power and curb its excesses. Perhaps even to pacify it. At the same time, we expect the US to do the dirty work for us.


De ‘noodzaak’ van ‘een gemeenschappelijke vijand’ vormt een belangrijk onderdeel van de ‘nobel lie’ ideologie, die de grondslag was van de nazi-propaganda en nog steeds is van zowel Amerikaanse neoconservatieven als ook de zelfbenoemde ‘liberalen.’ Beide stromingen handelen vanuit dezelfde doorgaans onuitgesproken overtuiging dat een externe vijand noodzakelijk is om de interne cohesie in stand te houden. De man die in de VS de urgentie van ‘nobele leugens’ introduceerde was de naar de VS geëmigreerde Duitse politiek filosoof, professor Leo Strauss, die algemeen beschouwd wordt als ‘an inspirational founder of American neoconservatism… Strauss influenced Weekly Standard editor William Kristol, editor John Podhoretz, and military strategist Paul Wolfowitz.’ Strauss merkte op dat 

thinkers of the first rank, going back to Plato, had raised the problem of whether good and effective politicians could be completely truthful and still achieve the necessary ends of their society. By implication, Strauss asks his readers to consider whether it is true that noble lies have no role at all to play in uniting and guiding the polis. Are myths needed to give people meaning and purpose and to ensure a stable society? Or can men dedicated to relentlessly examining, in Nietzsche's language, those 'deadly truths,' flourish freely? Thus, is there a limit to the political, and what can be known absolutely? […] Seymour Hersh also claims that Strauss endorsed noble lies: myths used by political leaders seeking to maintain a cohesive society. In The Power of Nightmares, documentary filmmaker Adam Curtis opines that 'Strauss believed it was for politicians to assert powerful and inspiring myths that everyone could believe in. They might not be true, but they were necessary illusions. One of these was religion; the other was the myth of the nation.'

Ik blijf wat langer bij de ideologie van de ‘noble lie’ stilstaan omdat het nog steeds in zowel de academische wereld als de politiek en de media een doorslaggevende rol speelt. Zo stelde in zijn standaardwerk Public Opinion de invloedrijke Amerikaanse media-ideoloog Walter Lippmann al in 1922 dat ‘public opinions must be organized for the press if they are to be sound, not by the press,’ met andere woorden dat: 

[w]ithout some form of censorship, propaganda in the strict sense of the word is impossible. In order to conduct propaganda there must be some barrier between the public and the event. Access to the real environment must be limited, before anyone can create a pseudo-environment that he thinks is wise or desirable.

Lippmann maakte de elite duidelijk dat ‘[a]ction cannot be taken until these opinions have been factored down, canalized, compressed and made uniform.’ Vanzelfsprekend spelen de commerciële massamedia een onmisbare rol bij het mobiliseren van de bevolking voor één of ander door de elite gewenst doel. Bekend is dat

[a] review of Leo Strauss' career reveals why the label "Straussian" carries some very filthy implications. Although nominally a Jewish refugee from Nazi Germany (he actually left for a better position abroad, on the warm recommendation of Nazi jurist Carl Schmitt), Strauss was an unabashed proponent of the three most notorious shapers of the Nazi philosophy: Friedrich Nietzsche, Martin Heidegger, and Carl Schmitt. Recent biographies have revealed the depth of Heidegger's enthusiasm for Hitler and Nazism.

The hallmark of Strauss's approach to philosophy was his hatred of the modern world, his belief in a totalitarian system, run by ‘philosophers’ who rejected all universal principles of natural law, but saw their mission as absolute rulers, who lied and deceived a foolish ‘populist’ mass, and used both religion and politics as a means of disseminating myths that kept the general population in clueless servitude.

Professor Shadia Drury provides a fascinating glimpse into the mindset of the neocons 'Leo Strauss was a great believer in the efficacy and usefulness of lies in politics. Public support for the Iraq war rested on lies about Iraq posing an imminent threat to the United States — the business about weapons of mass destruction and a fictitious alliance between al-Qaeda and the Iraq regime. Now that the lies have been exposed, Paul Wolfowitz [Straussian] and others in the war party are denying that these were the real reasons for the war.

The idea that Strauss was a great defender of liberal democracy is laughable. I suppose that Strauss's disciples consider it a noble lie. Yet many in the media have been gullible enough to believe it. The ancient philosophers whom Strauss most cherished believed that the unwashed masses were not fit for either truth or liberty, and that giving them these sublime treasures would be like throwing pearls before swine. A second fundamental of Strauss's ancients has to do with their insistence on the need for secrecy and the necessity of lies. In his book Persecution and the Art of Writing, Strauss outlines why secrecy is necessary. He argues that the wise must conceal their views for two reasons — to spare the people's feelings and to protect the elite from possible reprisals. The people will not be happy to learn that there is only one natural right — the right of the superior to rule over the inferior, the master over the slave and the wise few over the vulgar many.


I never imagined when I wrote my first book on Strauss that the unscrupulous elite that he elevates would ever come so close to political power, nor that the ominous tyranny of the wise would ever come so close to being realized in the political life of a great nation like the United States. But fear is the greatest ally of tyranny.'

Shadia Drury is by no means alone in her desperate concern. Francis A. Boyle, Professor of Law, University of Illinois law school writes: 'I entered the University of Chicago in September of 1968 shortly after Strauss had retired. But I was trained in Chicago's Political Science Department by Strauss's foremost protégé, co-author, and literary executor Joseph Cropsey. Based upon my personal experience as an alumnus of Chicago I concur completely with Professor Drury's devastating critique of Strauss. I also agree with her penetrating analysis of the degradation of the American political process by Chicago's Straussian cabal.

Chicago routinely trained me and numerous other students to become ruthless and unprincipled Machiavellians. That is precisely why so many neophyte neo-con students gravitated towards the University of Chicago. The University of Chicago became the ''brains'' behind the Bush Jr. Empire and his Ashcroft Police State. Attorney General John Ashcroft received his law degree from the University of Chicago in 1967. Many of his “lawyers” at the Department of Injustice [sic] are members of the right-wing, racist, bigoted, reactionary, and totalitarian Federalist Society, which originated in part at the University of Chicago.

According to his own public estimate and boast before the American Enterprise Institute, President Bush Jr. hired about 20 Straussians to occupy key positions in his administration Just recently the University of Chicago officially celebrated its Bush Jr. Straussian cabal. Only the University of Chicago would have the Orwellian gall to publicly claim that Strauss and Bloom [a Strauss protégé] cared one whit about democracy let alone comprehend the ''ideals of democracy.’’'  

Om te voorkomen dat het lijkt alsof alleen kritische journalisten weten hoe de massamedia functioneren, zal ik enkele opvattingen geven van binnenuit, van journalisten die al jaren meedraaien in het mainstream circus. Zo schreef Volkskrant-opiniemaker Bert Wagendorp dat ‘het in ons eigen belang [kan] zijn dat we stevig worden voorgelogen,' een opvatting die symptomatisch is voor de mentaliteit onder Nederlandse journalisten, voor wie, zoals VPRO-journalist Chris Kijne stelde, ‘Nederland een journalistiek paradijsje is.’  Een 'journalistiek paradijsje' dat Kijne eerder -- zonder enige ophef te veroorzaken -- als volgt aanprees:

had u tot voor kort gedacht dat een minister van Financiën er mee weg zou komen wanneer hij tegen de Kamer zei: ‘Nee, natuurlijk heb ik u vorige week, toen ik op het punt stond de grootste ingreep in de economie te doen die een minister van Financiën ooit heeft gedaan, niet de waarheid verteld. En als ik volgende week een nog grotere ingreep ga doen, vertel ik het u weer niet.’ Is toch gebeurd. Gaat over democratie. En het vreemdste is: we vinden allemaal nog dat Bos gelijk heeft ook. Voor ons journalisten was het natuurlijk niet nieuw dat Wouter Bos ons niet altijd de waarheid vertelde. Wel is het nieuw dat ik op dit moment even niet meer weet of ik wel even hard als vroeger mijn best moet doen om hem die waarheid te laten vertellen. Of er inderdaad niet even een hoger belang is dan ‘de waarheid, niets dan de waarheid.’

Het is een simpel voorbeeld van de ‘nobel lie’ die noodzakeljjk is om ‘een hoger belang’ dan ‘de waarheid’ te kunnen dienen. Kijne’s ‘hoger belang’ was het landsbelang, dat wil zeggen: het neoliberale kapitalisme. Op die manier beschermt de mainstream-pers de belangen van, in dit geval, de financiële elite. In een boekbespreking van The Father of Spin. Edward L. Bernays and the Birth of Public Relations (2002) wordt een illustratie gegeven van de doortraptheid van de moderne ‘spindoctor,’ voor wie ‘de waarheid’ van ondergeschikt belang is geworden:

The term ‘banana republic’ actually originated in reference to United Fruit's domination of corrupt governments in Guatemala and other Central American countries. The company brutally exploited virtual slave labor in order to produce cheap bananas for the lucrative U.S. market. When a mildly reformist Guatemala government attempted to reign in the company's power, Bernays whipped up media and political sentiment against it in the commie-crazed 1950s.

‘Articles began appearing in the New York Times, the New York Herald Tribune, the Atlantic Monthly, Time, Newsweek, the New Leader, and other publications all discussing the growing influence of Guatemala's Communists,’ Tye writes. ‘The fact that liberal journals like the Nation were also coming around was especially satisfying to Bernays, who believed that winning the liberals over was essential… At the same time, plans were under way to mail to American Legion posts and auxiliaries 300,000 copies of a brochure entitled “Communism in Guatemala -- 22 Facts.’’

His efforts led directly to a brutal military coup. Tye writes that Bernays ‘remained a key source of information for the press, especially the liberal press, right through the takeover. In fact, as the invasion was commencing on June 18, his personal papers indicate he was giving the “first news anyone received on the situation” to the Associate Press, United Press, the International News Service, and the New York Times, with contacts intensifying over the next several days.’

The result, tragically, has meant decades of tyranny under a Guatemalan government whose brutality rivaled the Nazis as it condemned hundreds of thousands of people (mostly members of the country's impoverished Maya Indian majority) to dislocation, torture and death.

Bernays relished and apparently never regretted his work for United Fruit, for which he was reportedly paid $100,000 a year, a huge fee in the early 1950s. Tye writes that Bernays' papers "make clear how the United States viewed its Latin neighbors as ripe for economic exploitation and political manipulation -- and how the propaganda war Bernays waged in Guatemala set the pattern for future U.S.-led campaigns in Cuba and, much later, Vietnam." 

Typerend voor de huidige mainstream-pers is dat wanneer Geert Mak de geloofwaardigheid van de ‘chroniqueurs van het heden en verleden,’ publiekelijk in twijfel trekt, de mainstream-journalisten dit feit voor kennisgeving aannemen en weigeren hierop in te gaan. Ook de media weten al lang dat zij hun ‘taak,’ het ‘uitbannen van onwaarheid,’ niet ‘serieus genoeg’ nemen, terwijl toch [o]p dit moment op Europees en mondiaal niveau een misvorming van de werkelijkheid plaats[vindt] die grote consequenties heeft,’ aldus Mak. Net als de voormalige hoofdredacteur van Trouw en Vrij Nederland, Frits van Exter, weten 'onze' gecorrumpeerde journalisten dat de ‘aandacht van de media natuurlijk voor een belangrijk deel wordt gestuurd’ door ‘de politieke machten,’ en wel omdat de meeste journalisten lijden aan kuddegedrag,’ waardoor ‘als een autoriteit, of iemand die gekozen is om een bepaald gezag uit te oefenen, zegt “ik vind dit een belangrijk onderwerp, daar gaan we nou es wat aan doen,” dat je dat ook bekijkt. De dingen waar hij het niet over heeft, die volg je dus minder,’ en deze mentaliteit ‘werkt' volgens Van Exter, 'voor een deel reflexmatig. Reflexen zijn het, je bent daar geconditioneerd in.’


Een andere ‘geconditioneerde’ journalist die door ‘reflexen’ wordt aangestuurd, is de Vlaamse hoofdredacteur van NRC Handelsblad, Peter Vandermeersch, die op 23 juni 2011 zijn lezers liet weten dat ‘[e]r immers niks dat vluchtiger is dan journalistiek’ waarbij ‘de waan van de dag achterna’ wordt gehold. ‘Want hollen is wel degelijk het woord. Dagbladjournalistiek, dat is immers een snelle sprint.’ Vandermeersch concludeert op grond van zijn dagelijkse ervaringen dat de mainstream-‘[j]ournalistiek niet alleen vluchtig [is], ze dreigt ook oppervlakkig te zijn… We hebben slechts voor een deel zicht op de waarheid,’ en zelfs dat ‘deel’ moet wijken zodra de journalist meent een ‘hoger belang’ te moeten dienen. ‘Dus zitten we met zijn allen in een tredmolen die soms behoorlijk – excusez le mot – hoerig is… Wij journalisten schurken zolang tegen die macht aan dat wij er zelf ook wel eens van willen proeven,’ aldus de hoofdredacteur van de Nederlandse ‘kwaliteitskrant.’ 

En zo zijn we weer terug bij Ian Buruma’s beweringen die voorbeelden zijn van de zogenaamde ‘nobel lies.’ Typerend aan zijn beschrijving is de karikaturale wijze waarop hij de zaak, voorzien van een overvloed aan adjectieven, voorstelt: ‘veel Europeanen’ zijn bevangen door een ‘kwellende vrees’ om ‘op ruwe wijze uit’ hun ‘vreedzame dromen te worden gerukt.’ Met deze interpretatie weet Buruma de feiten te negeren, want de werkelijkheid is dat de shock and awe-inval onder leiding van de VS een ‘agressieoorlog’ was, die, zoals de toenmalige secretaris-generaal van de Verenigde Naties, Kofi Annan benadrukte, ‘illegaal’ bleef, aangezien ‘the invasion was not sanctioned by the UN security council or in accordance with the UN's founding charter.’ In dit verband is van vitaal belang te weten dat tijdens de Processen van Neurenberg de Amerikaanse hoofd-aanklager, Robert H. Jackson, benadrukte: 

This trial is part of the great effort to make the peace more secure. It constitutes juridical action of a kind to ensure that those who start a war will pay for it personally.

Jackson, verklaarde voorts:

To initiate a war of aggression, therefore, is not only an international crime; it is the supreme international crime differing only from other war crimes in that it contains within itself the accumulated evil of the whole,

en:

If certain acts and violations of treaties are crimes, they are crimes whether the United States does them or whether Germany does them. We are not prepared to lay down a rule of criminal conduct against others which we would not be willing to have invoked against us.

Met andere woorden: in tegenstelling tot Buruma’s bewering dat een ‘nagging fear of being dragged into wars by bellicose America, of being rudely wrenched from our peaceful dreams’ de oorzaak waren waarom ‘wij’ Europese burgers, tegen de deelname waren aan een uiterst gewelddadige inval in Irak, wilden de meesten van de tegenstanders het handvest van de VN niet schenden door een westerse ‘agressieoorlog’ te steunen, die de chaos in het toch al gewelddadige Midden-Oosten alleen maar zou vergroten, zoals een ieder met een greintje verstand kon beseffen. Buruma’s beschuldiging dat ‘this is the fear of the powerless bystander,’ was even onjuist, zoals het uiteenvallen van Irak, Afghanistan, Libië en Syrië hebben aangetoond. Zijn onwetendheid demonstreert deels hoe weinig hij van de situatie in een aanzienlijk deel van de wereld begrijpt, en deels hoe diep zijn intellectuele corruptie is om met zoveel pedanterie eenvoudig te weerleggen beweringen te blijven verspreiden. Zijn opvatting over ‘onze vreedzame dromensluit naadloos aan bij de mening van de joods-Amerikaanse neoconservatief, en grote pleitbezorger van de Irak-inval, Robert Kagan die in het boek Of Paradise And Power. America And Europe In The New World Order (2003), het volgende stelde:

It is time to stop pretending that Europeans and Americans share a common view of the world, or even that they occupy the same world. On the all-important question of power, the desirability of power — American and European perspectives are diverging. Europe is turning away from power, or to put it a little differently, it is moving beyond power into a self-contained world of laws and rules and transnational negotiation and cooperation. It is entering a post-historical paradise of peace and relative prosperity, the realization of Immanuel Kant's 'perpetual peace.' Meanwhile, the United States mired in history, exercising power in an anarchic Hobbesian world where international laws and rules are unreliable, and where true security and the defense and promotion of a liberal order still depend on the possession and use of military might. That is why on major strategic and international questions today, Americans are from Mars and Europeans are from Venus: They agree on little and understand one another less and less. And this state of affairs is not transitory — the product of one American election or one catastrophic event. The reasons for the transatlantic divide are deep, long in development, and likely to endure. When it comes to setting national priorities, determining threats, defining challenges, and fashioning and implementing foreign and defense policies, the United States and Europe have parted ways. 

Op zijn beurt voegde Ian Buruma aan deze neoliberale zienswijze toe: 

One reason for wanting the US to be part of the ICC (International Criminal Court. svh), or other international institutions, is to check its power and curb its excesses. Perhaps even to pacify it. At the same time, we expect the US to do the dirty work for us.

Ook hier probeert Ian Buruma de aandacht te verleggen. De vraag is namelijk: wie zijn ‘we’? Niet de bevolking in de westerse democratieën die geen wezenlijke greep heeft op het politieke beleid, zeker niet op het gebied van oorlog en vrede. De ‘we’ zijn de westerse elites die hun eigen belangen nastreven. Toch doet hij het voorkomen dat ‘we verwachten van de VS om het smerige werk voor ons te doen,’ dus het vermoorden van politieke tegenstanders, het verdrijven van democratisch gekozen regeringen, het starten van agressieoorlogen, het martelen van gevangenen, het permanent schenden van het internationaal recht, en het negeren van het verzet hiertegen, en dit alles om allereerst en vooral de belangen van de elite veilig te stellen. Aan ‘we’ wordt niets gevraagd, de Amerikaanse neoliberale en neoconservatieve democratie is uitgemond in een ‘oligarchy with unlimited political bribery,’ aldus in 2015 oud-president Jimmy Carter, terwijl de oud-veiligheidsadviseur en voormalig minister van Buitenlandse Zaken Henry Kissinger in hetzelfde jaar verklaarde dat ‘breaking Russia has become an objective’ voor de beleidsbepalers in Washington. Gezien de vluchtelingenstromen, resultaat van de door de VS gecreëerde chaos in Libië en het Midden-Oosten, kan men niet volhouden dat de Europeanen ‘verwachten’ dat de VS ‘het smerige werk voor ons’ doet. Na twee desastreuze wereldoorlogen, en de talloze koloniale oorlogen na 1945 -- met Vietnam als dieptepunt -- weten Europese burgers dat in een geglobaliseerde wereld, waarin alles met alles verbonden is, oorlog geen oplossing biedt voor wezenlijke problemen als milieuvernietiging, klimaatverandering, uitputting van de grondstoffen, en de groeiende kloof tussen rijk en arm, nu ook in het rijke Westen zelf. Het machtsverlies van Washington en de opkomst van China als wereldmacht kunnen alleen maar eindigen in een genocidaal treffen, wanneer de agressie van de VS niet  aan banden wordt gelegd door de wereldgemeenschap. De tijd is voorbij dat Buruma's 'dirty work' ongestoord blijft doorgaan, en wel om de eenvoudige reden dat de gecreëerde 'vijand' kan terugslaan, zoals 'we' sinds 11 september 2001 weten. 

Panta rhei, niets is zeker, slechts dertien jaar nadat Buruma met grote stelligheid had verkondigd dat ‘the Russians are down and out,’ probeerden de beleidsbepalers in Obama’s regering ‘Rusland uiteen te laten vallen,’ omdat Moskou weer machtig genoeg was om de directieven uit Washington te negeren. Anno augustus 2017 lijkt het er meer op dat de Amerikanen ‘down and out’ zijn, hetgeen onderstreept hoe weinig de Buruma’s van de mainstream-pers bij machte zijn om achter de façade te kijken. Het demonstreert tevens dat het Amerikaanse ‘smerige werk’ niet werkt. In dit opzicht is Buruma’s advies in 2002 dat ‘we must share America's dirty work,’ op zijn zachtst gezegd, opmerkelijk. De laatste zinnen van zijn opiniestuk in The Guardian waren destijds: 

we cannot expect the Americans to be keen on our European civilizing mission. There is only one way out of this dilemma, which is to rebuild European military power. We cannot match the US, but we can share more of its burden. If we want the Americans to sign up to the ICC, we too must do the dirty work, and take the risk of being held accountable,

met als mogelijke consequentie een Derde Wereldoorlog, die, gezien de ontelbare massavernietigingswapens, genocidaal zal zijn, oftewel ‘dirty.’ Uitgaande van het tot nu toe door Europese elites gesteunde ‘betrekkelijk goedaardige imperialisme uit Washington’ moeten 'we' aannemen dat Buruma's oproep aan Europa om een deel van het 'dirty work’ uit handen van de Amerikanen te nemen, tevens een oproep is voor oorlogsmisdaden, misdaden tegen de menselijkheid en zelfs genocide, die nu eenmaal onlosmakelijk verbonden zijn aan moderne oorlogsvoering en ons’ juridisch ‘accountable’ maken. Dit zal definitief een eind maken aan het ‘[m]ultilateralism and peaceful internationalism’ die door Buruma zo geringschattend betiteld worden als 'a kind of European white man's burden, a mission civilisatrice.’


 Slachtoffers van Agent Orange, voorbeeld van Amerikaans 'dirty work' dat 'we too must do,' aldus Ian Buruma 'and take the risk of being held accountable.' Maar wie houdt de VS 'accoutable' voor zijn ontelbare oorlogsgmisdaden?

Buruma mag dan wel voor de Stichting Praemium Erasmianum een schoolvoorbeeld zijn van ‘tolerantie, cultureel pluralisme en ondogmatisch, kritisch denken,’ voor onafhankelijke geesten blijft hij de stem van de gevestigde orde die haar wanorde met geweld in stand tracht te houden. Om dit zo duidelijk mogelijk te maken citeer ik hieronder een fragment uit het boek Other Men Will Come. How the Military-Industrial Complex Gained Control of the U.S. Government (2015), geschreven door een deskundige die, in tegenstelling tot Ian Buruma, van binnen uit door ervaring weet wat er achter de schermen gebeurt. Zijn naam is Wolf Christoph Dieter, jarenlang een Amerikaanse ‘consultant who worked with organizations bidding to win government contracts for military weapons.’ Dieter toont plausibel aan hoe het Amerikaans militair-industrieel complex, dat jaarlijks meer dan de helft van het 'discretionary' federale budget opslokt, allereerst vecht voor zijn eigen belang. Al in het interbellum waarschuwde de historicus Johan Huizinga ervoor dat ‘[e]lke organisatie, tot zekere perfectie gekomen en in gang gehouden door haar eigen mechanisme, de neiging [heeft] haar doel in haar eigen bestaan en functie te verplaatsen.’ Dieter zelf werkt dit gegeven als volgt uit:

The military-industrial complex and the finance-capital group are in agreement as to an objective, but in fundamental opposition in their intrinsic world outlooks. Both strive for world domination, in democratic guise, for America. Each aims for itself to rule America, but for different reasons. Since World War II, the struggle between them, fought out in the banks and streets of the world's cities constitutes the real history of the age. The finance-capital group represents a form of money-thought, embracing the entire planet to the extent that if any one of the primary developed nations such as the United States,-Germany, Russia, China, or England goes down economically, it will take every other nation on earth with it. 

The origins of the these two warring factions started early in the nation's history when men set out to acquire as much wealth as they could one way or another. Those who became part of the military-industrial complex arose from the soil: farmers, rope makers, wagon makers, coal miners. They became the industrialists who built railroads, steel mills, ships, mines, automobiles, chemicals, pharmaceuticals, and armaments, among others. They acquired their wealth ruthlessly and with little regard to law or ethics. They dealt in the realm of things. 

On the other hand, the finance-capital group, as was brilliantly documented in Lundberg's America's 60 Families, including such men as Morgan, Rockefeller, Mellon, Du Pont, Astor, Goelet, Vanderbilt, Gould, and other extremely rich men, amassed their wealth through theft, bribery, fraud, intimidation, violation of laws, piracy, corruption, seizure of the public domain, extortion, larceny, and any other means necessary to make money. 

The men of both groups pursued money. They had no allegiance to ethics or to the consequences of their actions. For instance, the armaments industrialists sold weapons to both sides during the Civil War. They were driven by greed. The finance-capital group isolated themselves from those who dealt with things-the realm of things was anathema to them. Money is a form of pure thought; thus, a dollar bill has no value because it is just a piece of paper with some, printing on it. Its value is assigned to it by the person who holds it and by the strength of the government that creates it. Money is the life's work of the capitalist. They have no use for anything else. 

These two factions have engaged in ruthless combat for control of the destiny of the nation from the Civil War onward. Their selfishness is legion. The industrialists do not share their accumulated wealth with their workers; in fact, after importing slaves from Africa to use as cheap labor, they extended their treatment of slaves to all workers by paying them as little as possible, working them as long as possible, and establishing policies that would ensure the workers stayed workers just as slaves stayed slaves. 

It is an attitude toward workers that prevails to this day. 

The money men are no different. 

In the battle for money and control of the United States, which is the seat of their wealth and the future of it, these two groups of men have been adversaries from the beginning. Each created the methods and means of protecting their life's work from threats, both in the United States and abroad. 

The industrialists funded a military capable of defeating any enemy through weapons, spying, and strategy, and developed a voracious appetite for the production of armaments, equipment, and supplies, and then made sure, by whatever means necessary, that the resulting machine of war would not become obsolete. The association of the industrialists and the military men came to constitute what was eventually termed a military-industrial complex. 

And all in the name of ‘democracy.' 

But also in the name of democracy the money men enlisted rhetoric as their weapon of choice: the media. An arsenal of words and pictures was deployed as if it was guns and cannons to manage and mold public opinion. A bombardment of newspapers, articles, magazines, flyers, and radio broadcasts were used in the beginning to control the thoughts of people, turning citizens into a monstrous intellectual force intended to support the finance-capital group's aims-to make money. Their arsenal today includes endless television broadcasts intended to produce impressions on the viewer, and those impressions support the aims of the finance-capital group; they influence the thought processes of the citizenry to take actions that benefit lot the people, but the men of money. 

Today, electronics are wielded like a battle-axe to capitalize on the actions of citizens whose opinions have been carefully molded to suit the finance-capital group's objectives. For instance, when a person tells a stock broker to buy shares of stock, in the space of the nanosecond between the transmission of the order to the stock exchange and the time when it is received, a powerful computer program intercepts the order. The program determines if the stock price is lower or higher by a point or two, and it automatically commands buy or sell, which retrieves a few pennies of profit.  Multiplied millions of times a day, the pennies and fractions of pennies result in billions of dollars of profits, without any human making a decision.

The stock market and the men who control it can only make money when the market is volatile, going up and down, up and down, and they manipulate the circumstances that create that volatility through the use of the information media, which is comprised of propaganda. The news reports breathlessly announce that the markets are responding to fear of impending events, or optimism of anticipated good tidings, as if the markets were beings who could fear or hope. But the fear and hope are created by the news media, and produce the very volatility that brings wealth to a group of men so few a 3-year-old child could count them. 

All in the name of democracy, of course. 

But, alas, it is not a democracy when 60% of the wealth of the United States is owned by 1% of the population, and of that 1%, just 100 men own two thirds of it.

And that describes an oligarchy, not a democracy. Not even a republic, which the United States is supposed to be. 

One of the offshoots of the need to protect and enhance 'wealth  down  through  time  has  been the  deliberate organization of an artificial aristocracy to make sure the wealth stays in the hands of the wealthy. In this country of immigrants who escaped from the divine right of kings, extremely wealthy men built vast estates, private schools, country clubs, yacht clubs, men's clubs, and other visible signs of astounding wealth to support a society to which only the rich could belong. They intended to be admired for what they had and not be remembered for the crimes they had committed to get what they had. 

They lusted to be kings, so they created the outward illusion of being kings. 

The descendants of these pretenders-to-be aristocracy lave come to think of themselves as America's aristocracy, but in fact, they are nothing but the sons and daughters of a dazzling array of crooks. 

To protect their wealth, these thieves did two things. First, they ensured that their sons and daughters would marry the sons and daughters of other wealthy men. That kept the money within a small a small group through intermarriage. They funded private universities, which were established as men-only educational institutions so their sons would learn how to manage money. They arranged debutante balls for their daughters so they would be presented to the other wealthy families as potential wives, all to keep the wealth within the select few. They created regattas and country club parties for the same reason, anything to ensure appropriate marriages. 

And it worked. 

Second, they bought relationships with politicians or organizations they needed to protect what they considered not only their wealth, but also what they considered ‘rights,’ which is how the Central Intelligence Agency, the National Security Agency, and the biggest organization in the world in terms of how many people are employed — the Department of Defense — came to be.   These organizations owe their existence to the richest men in the nation, and their primary mission is to protect that wealth and the means to make it bigger, to protect the divine rights of these new kings, at home and abroad. 

To protect the oligarchy. 

The productive economy (i.e., a factory, a farmer, a mine, md enterprises such as these) are rooted in the land under them. They are enterprises whose activities are merely indexed in money by the ebb and flow of it streaming through them in the course of their economic activity. The key here is that the productive economy is not free, not wholly able to move from that portion of the earth in which the constituent parts are rooted.

Only money is wholly free. The banks, the stock exchange, speculators, and raiders: the activities of these are free in that they can intervene in the activities of the economy for their own interests without the encumbrance of things. They can shift their resources with bewildering speed from day to day, hour to hour, moment to moment. They are modern-day Vikings mounting their attacks on lumbering, immobile targets. Finance-capital's objective is not to creatively produce things, but rather lay out their money in the form of invisible structures, to control even whole countries. When finance-capital does lay out its money in this fashion, a side effect is that whole industries can be shifted globally for cheaper labor, cheaper products, with devastating consequences to the affected labor forces and market share organizations. This holds true with varying degrees of intensity for the entire West. 

Along with Louis XIV, they could well have trumpeted and some of them did: 

‘The State? I am the State.’

A few centuries ago, these providers of money were only small part of the West's overall economy, supplying seed money for new productive enterprises and limited capital for the requirements of established business concerns. Finance-capital's overwhelming growth began with the vil War and reached its peak with World War II. During that time, its members preempted for themselves, again in democratic guise, the entire machinery of the government of the United States, but their dominance did not survive World War II, for during World War II, the industrialists focused on controlling the means with which to ensure the survival of the nation. They also focused, concomitantly, on controlling the United States government. The fight was on. 

The finance-capital group is not interested in the survival of the United States. They once were, in the beginning. But now their money is moveable, as never before, and it matters not in which country it finds a home. Their interests have shifted to the global marketplace, and the United States is just another pawn to be used in the acquisition of wealth. The only force holding the United States together and focused entirely on the survival of the nation is the military-industrial complex. Their singular focus is maintaining a secure nation. The well-being of the military-industrial-complex depends on it. 

Het is deze achtergrond die de Buruma’s van de mainstream-pers permanent verzwijgen,  deels omdat zij de werkelijkheid niet kennen, en deels omdat zij de werkelijkheid niet willen weten. Door een gebrek aan verbeeldingskracht, morele oprechtheid, historische kennis en authenticiteit geloven zij in een simplistische goed-kwaad verdeling van de wereld. Ook al toont men aan dat na 1945 voor de VS het zogeheten 'militair Keynesianisme’ de leidende ideologie werd, waarbij ‘het militair-industrieel complex, de wapenindustrie, een integraal onderdeel is geworden van de Amerikaanse economie,’ zoals de Amerikaanse geleerde Chalmers Johnson tegenover mij uiteenzette, dan nog zullen ze weigeren deze werkelijkheid te accepteren. Ian Buruma en 'het betrekkelijk goedaardige imperialisme uit Washington' 11

Opvallend is de continuïteit in de opvattingen van de westerse mainstream-opiniemaker. In The Guardian van dinsdag 16 juli 2002 beweerde de journalist Ian Buruma met grote stelligheid dat ‘it was an American president, Woodrow Wilson, who fathered the League of Nations in a wildly idealistic attempt to secure world peace.’ Klopt het journalistieke cliché dat Woodrow Wilson druk doende is geweest met een ‘onstuimig idealistische poging om de wereldvrede te verzekeren’? Nee, geenszins; de feiten maken dit overduidelijk. Zo definieerde de Amerikaanse historicus Norman Gordon Levin in zijn boek Woodrow Wilson and World Politics (1970) Wilson’s doel als

[t]he attainment of a liberal capitalist world order under international law safe both from traditional imperialism and revolutionary socialism, within whose stable liberal confines a missionary America could find moral and economic pre-eminence.

Buruma weet kennelijk ook niet dat de Amerikaanse socioloog en historicus James W. Loewen in zijn 'National Bestseller,’ getiteld Lies My Teacher Told Me. Everything Your American History Book Got Wrong (1996), op het volgende heeft gewezen:

My students seldom know or speak about two antidemocratic policies that Wilson carried out: his racial segregation of the federal government and his military interventions in foreign countries. Under Wilson, the United States intervened in Latin America more often than at any other time in our history... In the summer of 1918 he authorized a naval blockade of the Soviet Union and sent expeditionary forces to Murmansk, Archangel, and Vladivostok to help overthrow the Russian Revolution.

Zelf verklaarde Wilson tijdens een college aan Columbia University in 1907:

Since trade ignores national boundaries and the manufacturer insists on having the world as a market, the flag of his nation must follow him, and the doors of the nations which are closed must be battered down… Concessions obtained by financiers must be safeguarded by ministers of state, even if the sovereignty of unwilling nations be outraged in the process. Colonies must be obtained or planted, in order that no useful corner of the world may be overlooked or left unused.

Loewen: 

With hindsight we know that Wilson's interventions in Cuba, the Dominican Republic, Haiti, and Nicaragua set the stage for the dictators Batista, Trujillo, the Duvaliers, and Somozas, whose legacies still reverberate.

Wilson zond bovendien troepen naar Mexico om daar Amerikaanse investeringen veilig te stellen. Piero Gleijesus, hoogleraar aan de Johns Hopkins University en expert op het gebied van ‘US intervention in Latin America,’ schreef: 

It is not that Wilson failed in his earnest efforts to bring democracy to these little countries. He never tried. He intervened  to impose hegemony, not democracy. 

Opnieuw Loewen:

The United States also attacked Haiti's proud tradition of individual ownership of small tracts of land, which dated back to the Haitian Revolution, in favor of the establishment of large plantations. American troops forced peasants in shackles to work on road construction crews. In 1919 Haitian citizens rose up and resisted U.S. occupation troops in a guerrilla war that cost more than 3,000 lives, most of them Haitian [...] George Barnett, a U.S. marine general, complained to his commander in Haiti: ‘practically indiscriminate killing of natives has gone on for some time,'

hetgeen Loewen tot de conclusie voert dat Wilson's politiek in de praktijk gebaseerd was op drie keiharde feiten: 'colonialism, racism, and anticommunism.' Het was dezelfde Woodrow Wilson die

personally vetoed a clause on racial equality in the Covenant of the League of Nations... Wilson's legacy was extensive: he effectively closed the Democratic Party to African Americans for another two decades, and parts of the federal government remained segregated into the 1950s and beyond... Wilson was an outspoken white supremacist who believed that black people were inferior. During his campaign for the presidency, Wilson promised to press for civil rights. But once in office he forgot his promises. Instead, Wilson ordered that white and black workers in federal government jobs be segregated from one another... When black federal employees in Southern cities protested the order, Wilson had the protesters fired.

Bovendien stond de Amerikaanse president bekend als iemand die

displayed little regard for the rights of anyone whose opinions differed from his own... In fact Wilson tried to strengthen the Espionage Act with a provision giving broad censorship powers directly to the president. Moreover, with Wilson's approval, his postmaster general used his new censorship powers to suppress all mail that was socialist, anti-British, pro-Irish, or that in any other way might, in his view, have threatened the war effort. Robert Goldstein served three years in prison for producing The Spirit of '76, a film about the Revolutionary War that depicted the British, who were now our allies, unfavorably. Textbook authors suggest that wartime pressures excuse Wilson's suppression of civil liberties, but in 1920, when World War I was long over, Wilson vetoed a bill that would have abolished the Espionage and Sedition acts. Textbook authors blame the anticommunist and anti-labor union witch hunts of Wilsons's second term on his illness and on an attorney-general run amok. No evidence supports this view. Indeed, Attorney General Palmer asked Wilson in his last days as president to pardon Eugene V. Debs (presidentskandidaat voor de Socialistische Partij. svh), who was serving time for a speech attributing World War I to economic interests and denouncing the Espionage Act as undemocratic. The president replied ‘Never!’ and Debs languished in prison until Warren Harding pardoned him. 

De gerenommeerde Amerikaanse historicus Richard Hofstadter concludeerde dat

Roosevelt ever had deep faith in the United Nations as an agency of world peace is doubtful. His original and spontaneous reaction was to seek for peace and stability not through a general concert of all the nations but rather through a four-power establishment of the United States, Great Britain, Russia, and China, which was to police the world... Rather than an overall world organization he favored regional organizations, which were to leave all questions of peace and security to the four great powers.

Op zijn beurt stelde de Amerikaanse emeritus hoogleraar Robert Langbaum dat de pedanterie van Woodrow Wilson:  

also stems from our wealth and fortunate geographical position, which has given us the idea that in international affairs we, unlike other nations, have no selfish interests. It stems from the essential American idea which, shaping our characters as well as our politics, has been the source of our greatness and our foolishness — the idea that our fate is not to be like that of other nations, that having started anew on a new continent we will avoid their mistakes and sins.

Langbaum geeft hiervan het volgende, zowel typerende als lachwekkende voorbeeld:

Lloyd George’s description, in his Memoirs of the Peace Conference, of Clemenceau opening 'his great eyes in twinkling wonder' over the 'idealistic President' who must really have 'regarded himself as a missionary whose function it was to rescue the poor European heathen from their age-long worship of false and fiery gods.' 'Wilson’s most extraordinary outburst was when he was developing some theme — I rather think it was connected with the League of Nations — which led him to explain the failure of Christianity to achieve its highest ideals. ‘Why,’ he said, ‘has Jesus Christ so far not succeeded in inducing the world to follow His teaching in these matters? It is because He taught the ideal without devising any practical means of attaining it. That is the reason why I am proposing a practical scheme to carry out His aims.’ Clemenceau slowly opened his dark eyes to their widest dimensions and swept them round the Assembly to see how the Christians gathered around the table enjoyed this exposure of the futility of their Master.'

De econoom, professor Yashpal Tandon concludeert op grond van eigen ervaringen en decennialange studie in zijn boek Trade is War. The West's War Against the World (2015):

One: The experience of Africa in relation to Europe shows that trade is only a soft word for war. Europe's threat to impose sanctions as its final weapon of 'persuasion' in the EPA (Economic Partnership Agreement. svh) negotiations was an act of war…

Two: We are dealing here with embedded structures left behind in Africa by a hundred years of colonial rule. One would have thought that fifty years was enough to get rid of these structures…

Finally, without being reductionist, it would be correct to say that the war for access to resources is a key to understanding the West's strategy in the South. In the chapter on EPAs, I cited the authority of the historian Robert Skidelsky to show how the US and Britain were vying for African resources in the period after the Second World War. I also showed how Europe is twisting the arm of African states to sign EPAs in order to have access to Africa's commodity resources for European industries. The resource war is part of the trade war. 

Today five billion people, arguably all in the South, starve so that a billion may live in comfort. It is odd that mainstream economics quote figures of 'growth' and prosperity even as the system of capitalism-imperialism is facing what looks like an epochal crisis. This is yet another example of the state of denial under which the West continues to pursue its relentless imperial hostilities all over the world. Could it be that the West needs wars to boost its arms industry in order to generate the 'growth' their economists talk about? What is known as military Keynesianism has its theorists — including, somewhat surprisingly, the Nobel Laureate Paul Krugman. According to Neo-Keynesians, the United States was pulled out of the Great Depression of the 1930s by, among other events, the Second World War, and then following that, the Korean War (1950-53). They argue that wartime production increased aggregate demand, thus restoring the nation to prosperity. 

It is no wonder, then, that there are 'revisionist nations' — which includes, broadly, the whole of the Global South — that want to change the world.

the West, despite the endless rhetoric about 'development,' has no interest in the development of the rest of the world and is in fact in a relentless 'war' against it. If the rest of the world develops, it is through their own persistent struggle to carve out a space for themselves. The West's chosen instruments of domination are aid, trade, investment, and technology.

Kortom, Buruma’s voorstelling van zaken — ‘a wildly idealistic attempt to secure world peace’ — is slechts propaganda die, net als alle propaganda, gebaseerd is op een leugen, ‘even when it is telling the truth,’ zoals George Orwell heeft benadrukt. Maar voor de opportunist is die leugen nodig om aanzien te verwerven, aangezien de macht geen kritiek duldt, nooit, in welke systeem dan ook. De dissident wordt overal en altijd gehaat. De macht is per definitie totalitair, de rest is mythe. James Baldwin wees er terecht op dat ‘[w]hat passes for identity in America is a series of myths about one's heroic ancestors.’ Hier naderen we de kern van het probleem waarmee de witte westerse opiniemaker worstelt, hij weet dat de universele rechten van de mens geenszins universeel zijn. Sterker nog: hij weet dat de geclaimde rechten van de westerse mens alleen te verwezenlijken zijn ten koste van de overgrote meerderheid van de wereldbevolking. Hij weet tevens dat zijn propaganda een leugen is. Desalniettemin negeert een mainstream-opiniemaker als Buruma de feiten. Bovendien ziet hij zich verplicht het werk van de grote denkers en auteurs te loochenen. Het tragische aspect hierbij is dat hij zowel wil doorgaan voor een intellectueel als voor een opiniemaker van de mainstream. Die rol is onmogelijk, aangezien een opiniemaker van de commerciële pers als belangrijkste taak heeft een zo groot mogelijk publiek te behagen. Hoe hoger namelijk de oplage des te meer winst voor zijn opdrachtgever. Ondertussen wordt de opiniemaker net als de politicus meer en meer gewantrouwd door een almaar groeiende groep burgers. ‘Punditti,’ noemde de Amerikaanse auteur Norman Mailer de praatjesmakers. ‘Pundits’ en ‘Bandits.’ De Britse auteur John Berger wees erop dat:

[p]eople everywhere -- under very different conditions -- are asking themselves -- where are we? The question is historical not geographical. What are we living through? Where are we being taken? What have we lost? How to continue without a plausible vision of the future? Why have we lost any view of what is beyond a lifetime? 

The well-heeled experts answer: Globalization. Post-Modernism. Communications Revolution. Economic Liberalism. The terms are tautological and evasive. To the anguished question of Where are we? the experts murmur: Nowhere! 

Might it not be better to see and declare that we are living through the most tyrannical -- because the most pervasive -- chaos that has ever existed? It's not easy to grasp the nature of the tyranny, for its power structure (ranging from the 200 largest multinational corporations to the Pentagon) is interlocking and diffuse, dictatorial yet anonymous, ubiquitous yet placeless. It tyrannizes from offshore -- not only in terms of fiscal law, but in terms of any political control beyond its own. Its aim to delocalize the entire world. It's ideological strategy -- besides which Bin Laden's is a fairy tale -- is to undermine the extent so that everything collapses into its special version of the virtual, from the realm of which -- and this is the tyranny's credo -- there will be a never-ending source of profit.

Binnen dit ‘Nowhere,’ die angstaanjagende leegte, functioneert de opiniemaker als een valse profeet, als propagandist van de maniakaal geworden macht. The key term of the present global chaos is de- or relocalization. This does not only refer to the practice of moving production to wherever labour is the cheapest and regulations minimal. It also contains the offshore demented dream of the ongoing power: the dream of undermining the status and confidence of all previous fixed places, so that the entire world becomes a single fluid market.

The consumer is essentially somebody who feels or is made to feel, lost, unless he or she is consuming. Brand names and logos become the place names of the Nowhere.

De westerling is verloren geraakt in het  onbegrensde ‘nergens,’ en hij weet dat hij meegesleurd wordt door de doodsdrift van de macht. In Massa & Macht (1960) zette Nobelprijswinnaar Elias Canetti uiteen dat

Men zich niet [kan] onttrekken aan het vermoeden dat achter elke paranoia, zoals achter elke macht, dezelfde diepere tendens schuil gaat: de wens de anderen uit de weg te ruimen, om de enige te zijn of, in de mildere en vaak toegegeven vorm, de wens zich van de anderen te bedienen, zodat men met hun hulp de enige wordt.

Over de machtige zelf schreef Canetti, die als Sefardische jood voor de nazi’s moest vluchten:

Of hij al dan niet metterdaad door vijanden wordt belaagd, altijd zal hij een gevoel hebben bedreigd te zijn. De gevaarlijkste dreiging gaat uit van zijn eigen mensen, die hij altijd beveelt, die in zijn naaste omgeving verkeren, die hem goed kennen. Het middel tot zijn bevrijding, waarnaar hij niet zonder aarzeling grijpt maar waarvan hij geenszins geheel afziet, is het plotselinge bevel tot massadood. Hij begint een oorlog en stuurt zijn mensen naar de plaatsen waar ze moeten doden. Velen van hen zullen daarbij zelf omkomen. Hij zal er niet rouwig om zijn. Hoe hij zich naar buiten toe ook mag voordoen, het is een diepe en verborgen noodzaak voor hem dat ook de gelederen van zijn eigen mensen uitgedund worden.

Canetti, die de ‘dood als dreiging de munt van de macht’ beschouwde, stelde naar aanleiding van het verraad van Flavius Josephus, de auteur van De Joodse oorlog:

Het bedrog is volkomen. Het is het bedrog van alle leiders. Zij doen het zo voorkomen alsof zij hun mensen in de dood voorgaan. In werkelijkheid echter sturen ze hen vooruit de dood in, om zelf langer in leven te blijven. De list is altijd dezelfde. De leider wil overleven; daaruit put hij zijn kracht. Als hij vijanden heeft om te overleven is het goed; zo niet, dan heeft hij eigen mensen. In elk geval gebruikt hij beiden, afwisselend of tegelijkertijd. De vijanden gebruikt hij openlijk, daar zijn ze immers vijanden voor. Zijn eigen mensen kan hij slechts verkapt gebruiken.

Vandaar de absolute noodzaak van holle woorden en behaagzieke formuleringen van hedendaagse opiniemakers die als ‘hollow men’ blijven herhalen dat de macht ‘in a wildly idealistic attempt’ tracht ‘to secure world peace,’ terwijl ondertussen astronomisch hoge bedragen besteed worden aan de voorbereidingen of uitvoering van nieuw massaal geweld, hetgeen nogmaals bevestigt hoe juist T.S. Elliot’s besef was dat 

Between the idea
    And the reality
    Between the motion
    And the act
    Falls the Shadow

Wij worden beheerst door ‘The Horror’ van de ontzielden, die ons proberen wijs te maken dat zij het wiel opnieuw hebben uitgevonden. Over een belangrijke oorzaak van de Amerikaanse hybris zei de Amerikaanse filmregisseur Quentin Tarantino in 2013 

I think America is one of the only countries that has not been forced, sometimes by the rest of the world, to look their own past sins completely in the face. And it’s only by looking them in the face that you can possibly work past them. And it’s not a case where the Turks don’t want to acknowledge the Armenian holocaust, but the Armenians do. Nobody wants to acknowledge it here…

If there were a Nuremberg trial, he (Tarantino. svh) says in the same interview, then D. W. Griffith, the director of The Birth of a Nation (1915) — the silent film that inspired the rebirth of the Ku Klux Klan — would be judged guilty of war crimes. And The Clansman (1905) — the book by Thomas Dixon on which that film was based — can for Tarantino ‘only stand next to Mein Kampf when it comes to its ugly imagery… it is evil. And I don’t use that word lightly.’

Woodrow Wilson believed in segregation. In fact, he allowed his cabinet officials to expand segregation within government departments in ways that hadn't been allowed since the end of the Civil War. Wilson supported D. W. Griffith's film 'The Birth of a Nation' which even included the following quote from his book, 'History of the American People': 'The white men were roused by a mere instinct of self-preservation... until at last there had sprung into existence a great Ku Klux Klan, a veritable empire of the South, to protect the Southern country.’

D. W. Griffith’s 1915 film The Birth of a Nation, inspired by and adapted, in part, from Thomas Dixon Jr.’s novel The Clansman, was the prototype for the filmic celebrations of American vigilante violence.

President Woodrow Wilson held a screening of The Birth of a Nation. It was the first motion picture shown at the White House. Wilson praised Griffith’s portrayal of savage, animalistic black men — portrayed by white actors in blackface — humiliating noble Southern men and carrying out sexual assaults on white women. ‘It is like writing history with lightning, and my only regret is that it is all so terribly true,’ Wilson reportedly said. The film swept the nation. White audiences, including in the North, cheered the white vigilantes. The ranks of the Ku Klux Klan exploded by a few million following the film’s release.

The really rapid growth of the Klan did not occur in the early years when The Birth of a Nation was at the peak of its influence and availability. By 1919, the Klan had only a few thousand members. Not until the summer of 1920 [five years after the film’s release] . . . did the real expansion of the Klan begin. By the summer of 1921, it had around 100,000 members. . . . By the middle years of the 1920s, the Klan, according to Nancy Maclean, may have reached a peak of 5 million members spread across the nation. . . . It is impossible to say with any certainty what the precise role of The Birth of a Nation was in encouraging this increase; but as African-American scholar Lawrence Reddick noted in 1944, ‘Its glorification of the Ku Klux Klan was at least one factor which enabled the Klan to enter upon its period of greatest expansion.’ James Baldwin called the film ‘an elaborate justification of mass murder.’

Dit is het ware gezicht van Woodrow Wilson, de president die zich als idealist, volgens Ian Buruma, zou hebben ingespannen om de ‘wereldvrede’ te ‘verzekeren.’ Nooit zal de mainstream-opiniemaker in staat zijn te beseffen wat T.S. Eliot in zijn gedicht 'The Hollow Men' wel wist:
