Onlangs loofde de Rotterdamse burgemeester Ahmed Aboutaleb ‘de open, vrije en tolerante Nederlandse samenleving, waarin de minderheid wordt beschermd tegen de macht van de meerderheid.’ Hoewel deze lof berust op een mythe, die onder politici en mainstream-journalisten gangbaar is. Meneer Aboutaleb zelf bewees dit vervolgens door de uitnodiging om in 2016 deel te nemen aan de alles behalve ‘open’ Bilderberg-conferentie niet ogenblikkelijk als democraat met klem af te wijzen. De jaarlijkse Bilderberg-conferenties 

zijn politieke bijeenkomsten met een besloten en streng geheim karakter waarbinnen internationale beeldvorming en ideeën centraal staan. Deelnemers zijn invloedrijke figuren uit de Westerse wereld, voornamelijk uit het bedrijfsleven, politiek, wetenschap, media en de financiële wereld.

De met zorg geselecteerde mainstream-journalisten dienen de organisatoren van de Bilderberg-conferentie vooraf te beloven niets te zullen berichten over hetgeen achter gesloten deuren wordt besproken. Tot zover de ‘vrije samenleving,’ waarin de pers de rol claimt van controleur van de macht. Blijft over de bewering van politicus Aboutaleb dat in Nederland een ‘tolerante samenleving’ bestaat. Ik vermoed dat maar weinig mensen racisme zullen betitelen als een manifestatie van een ‘tolerante samenleving.’ Ook deze kwalificatie is klinkklare nonsens van een behaagzieke burgemeester van het Manhattan aan de Maas. Ik doel op het volgende: sinds kort is racisme een ‘hot issue’ in Nederland geworden, en dus heeft ook Vrij Nederland het diep gewortelde racisme van  onverdraagzame kaaskoppen ontdekt. Onder de kop ‘De Boodschap is: ik ben wit, dus ik ben superieur’ wordt emeritus hoogleraar gender en etniciteit Gloria Wekker door het weekblad van 11 juni 2016 aan het woord gelaten. Als gekleurde vrouw onderzoekt zij in haar boek White Innocence (2016)

waarom ‘ras’ in Nederland zoveel reactie oproept. ‘Racisme was er altijd, maar steeds meer mensen vinden het normaal om grof te zijn. Geef mij maar méér politieke correctheid.’ 


In White Innocence Gloria Wekker explores a central paradox of Dutch culture: the passionate denial of racial discrimination and colonial violence coexisting alongside aggressive racism and xenophobia. Accessing a cultural archive built over 400 years of Dutch colonial rule, Wekker fundamentally challenges Dutch racial exceptionalism by undermining the dominant narrative of the Netherlands as a "gentle" and "ethical" nation. Wekker analyzes the Dutch media's portrayal of black women and men, the failure to grasp race in the Dutch academy, contemporary conservative politics (including gay politicians espousing anti-immigrant rhetoric), and the controversy surrounding the folkloric character Black Pete, showing how the denial of racism and the expression of innocence safeguards white privilege. Wekker uncovers the postcolonial legacy of race and its role in shaping the white Dutch self, presenting the contested, persistent legacy of racism in the country.

De 65-jarige zwarte academica wijst er onder andere op dat degene die het racisme, waarmee de typisch Hollandse mentaliteit is doordrenkt, publiekelijk benoemt ‘pek en veren [kan] verwachten,’ en dat weliswaar ‘Veel Nederlanders hartstochtelijk vol[houden] dat ze kleurenblind zijn en gelijkheid nastreven die iedereen evenveel kansen biedt,’ maar dat in de praktijk ‘de witte onschuld,’ dit ‘zelffeliciterende beeld,’ de witte Nederlanders stekeblind maakt voor hun eigen racisme. De alhier heersende zelfgenoegzaamheid blijkt ondermeer uit de opvatting dat 

wij niets te [maken] hebben de slavernij en ons koloniale verleden, niets met de gewelddadigheden die Nederlanders hebben gepleegd in Indonesië, en dat tijdens de Tweede Wereldoorlog bijna alle Joden in Nederland zijn afgevoerd, ook daar konden we niets aan doen.

Gloria Wekker maakt duidelijk dat er ‘een verband bestaat tussen het één en het ander.’ Zij spreekt van ‘de preoccupatie met ras en de ontkenning van de geschiedenis,’ en merkt op dat ‘Wie ogen had om te zien, natuurlijk allang [wist] dat die gelijkheid waar witte Nederlanders het over hebben een fictie is… En maar volhouden dat racisme niet bestaat. Ja, het zelf-feliciterende beeld gaat niet zomaar weg.’ Professor Wekker heeft haar studie in het Engels geschreven om het buitenland in de gelegenheid te stellen de feiten te leren over de mentaliteit in het polderland. Terecht, meen ik, aangezien de mythe van het ‘open vrije en tolerante’ Nederland door autoriteiten uit commerciële overwegingen zorgvuldig in stand wordt gehouden. Het verhulde en openlijke racisme is een weerzinwekkende en soms zelf dodelijke mythe. Feit is dat ‘Nederland een koloniale cultuur [heeft] en die moet worden gedekoloniseerd,’ zoals mevrouw Wekker terecht opmerkt, 

alles wat over onze nationale identiteit tussen ons oren zit, is tot stand gekomen op grond van een koloniaal rijk dat vierhonderd jaar heeft bestaan en waarin ras de beslissende factor was. De Palestijns-Amerikaanse literatuurwetenschapper Edward Said heeft gezegd: ‘Imperialisme is de beslissende culturele horizon van West-Europa’ — en je hoeft maar om je heen te kijken in Nederland en je ziet dat,

tenminste als men oprecht is, en niet gemotiveerd wordt door een kitscherige hang naar het behagen van een zo groot mogelijk publiek, een stoornis waaraan politici en de corporate media lijden. Het interview in Vrij Nederland is uitgewerkt door drs. Greta Riemersma, ‘praktijkdocent dagbladen aan de Master Journalistiek van de Rijks Universiteit Groningen.’ Ik meld dit omdat zij als universitair docent tamelijk stereotype reageert. Zo verklaart zij:

U zegt in uw boek: het best bewaarde geheim in Nederland is dat we een enórm imperium hebben gehad, gebaseerd op kolonialisme en slavernij. Maar daar weten we toch wel iéts van?

Het is de typisch Nederlandse reactie zoals die zich ook weerspiegelt in het voortdurend gebruik van  verkleinwoorden: kopje koffie, tournedootje, glaasje wijn, etc. Wat is het criterium van deze witte, blonde, Neerlandica wanneer zij stelt dat ‘we toch wel iéts [daar]van weten’? Bovendien, hoe kan dit ‘iéts’ voldoende zijn om zich een oordeel te kunnen vormen over een belangrijk deel van de eigen geschiedenis? Het is het ‘weke sentiment’ van het vergoelijken dat eveneens het lezen van Geert Mak’s werk zo’n beproeving maakt. Rustig aan — dan breekt het lijntje niet, zo erg is het allemaal ook weer niet. Dat de doorsnee ‘we’ van mevrouw Riemersma op de hoogte zou zijn van de grove Nederlandse koloniale geschiedenis is een veronderstelling die de Nederlander zichzelf aanpraat, omdat hij/zij zich dan niet hoeft te verdiepen in werkelijkheid en op die manier de eigen verantwoordelijkheid kan omzeilen. Gloria Wekker antwoordde dan ook:

Heb jij het op school gehad? Op Amsterdamse scholen wordt er op jaarbasis gemiddeld twaalf minuten aan besteed, dus dan weet je hoe het zit in Groningen. Kijk, het koloniale rijk is veel omvangrijker geweest dan we denken. In 2014 was ik voor het eerst in Taiwan en daar hoorde ik van een Fort Zeelandia. Ik kende Fort Zeelandia alleen uit Paramaribo, maar wat bleek: ook in Taiwan hebben de Nederlanders zo’n fort gebouwd. Ik bedoel maar: als ik niet in Taiwan was geweest, hoe was ik erachter gekomen? In 2001 ging ik in New York City naar een begraafplaats op Wall Street kolonisten liggen uit de zeventiende eeuw. Op een aparte plek liggen Afrikanen die tot slaaf zijn gemaakt, met Nederlandse namen, Gerrit van Jan de Reus en zo. Ik vond het shocking om dit te ontdekken. Het is toch godgeklaagd dat dit geen algemene kennis is?


Nooit bestrafte Nederlandse oorlogsmisdaden tijdens de Indonesische onafhankelijkheidsstrijd, en waarover Henk Hofland zes decennialang zweeg.

Hoe ‘godgeklaagd’ dit ook moge zijn, relevanter is te begrijpen waarom de kennis van de eigen geschiedenis zo onbekend is. Eén van de redenen is dat de gevestigde orde er geen belang bij heeft informatie over racisme te verspreiden. Een illustrerend voorbeeld hiervan gaf H.J.A. Hofland, toen de meest gerespecteerde spreekbuis van het Nederlandse establishment bekende dat hij al zes decennia geleden als huzaar eerste klas 'gruwelfoto's [had] gezien - niet een paar, maar ettelijke,' van Nederlandse oorlogsmisdaden in Indonesië ten tijde van de zogeheten ‘politionele acties’ tegen inheemse vrijheidsstrijders. De volgens zijn bewonderaars ‘beste journalist van de twintigste eeuw’ draaide destijds 'speelfilms af op de troepenschepen die de militairen van en naar Batavia verscheepten.' 

De éminence grise van de polderpers hield tot 2012, toen plotseling de eerste 'gruwelfoto's' in een vuilcontainer opdoken, zijn kaken stijf op elkaar aangezien de journalistieke stem van de gevestigde orde maar al te goed wist dat als hij deze informatie zou verspreiden zijn carrière niet van de grond zou komen. Van zijn broodheren mag Hofland daarentegen wel publiekelijk betreuren dat ‘Zowel in West-Europa als in Amerika bij een zeer groot deel van het publiek de vaderlandslievende eerzucht en de strijdlust verloren [zijn] gegaan.’ Dit soort proza voor de ‘politiek-literaire elite’ wordt door de lezers van De Groene Amsterdammer klakkeloos geslikt, nu vandaag de dag ‘Poetin,’ het vlees geworden Kwaad in de wereld, ‘Indirect de Atlantische eenheid [treft].’  Zolang Hofland Rusland afbeeldt als een levensgevaarlijke bedreiging van, ik citeer hem opnieuw, het ‘vrije’ en ‘vredestichtende’ Westen is er geen vuiltje aan de lucht. Zolang zijn beweringen de belangen van het militair-industrieel complex waarvoor president Eisenhower waarschuwde versterken, mag H.J.A. van alles en nog wat schrijven. Zolang het de belangen van de elite maar niet schaadt.  Deze hoerige journalistiek heeft geleid tot een schrikbarende onwetendheid onder het publiek. Al in 1967 wees de Britse auteur John Berger in zijn boek A Fortunate Man: The Story of a Country Doctor op het volgende:

There are large sections of the English working and middle class who are inarticulate as the result of wholesale cultural deprivation. They are deprived of the means of translating what they know into thoughts which they can think… it is more than a question of literature. Any general culture acts as a mirror which enables the individual to recognize himself — or at least to recognize those parts of himself which are socially permissible. The culturally deprived have far fewer ways of recognizing themselves.  

Het spreekt voor zich dat in een kapitalistische consumptiecultuur dit verschijnsel niet beperkt blijft tot de ‘Engelse arbeiders- en middenklasse.’ Ook de Nederlandse middenklasse -- inclusief degenen die zich rekenen tot wat Hofland de ‘politiek-literaire elite’ betitelt -- lijdt in ernstige mate aan ‘grootschalige culturele deprivatie.’ Zij blijkt niet in staat ‘datgene wat zij weet te vertalen in gedachten.’ Hetzelfde mechanisme gaat op voor het racisme van de witte man en vrouw, zoals ondermeer blijkt uit Geert Mak’s in Nederland best verkochte boek De eeuw van mijn vader (1999), waarin hij het racisme en antisemitisme van zijn ouders tijdens het interbellum vergoelijkt met de opmerking dat:

Mijn ouders nu eenmaal niet [wisten], zoals niemand dat weet, op welke plek ze zich bevonden in de geschiedenis. En met name wisten ze één ding niet: dat hun leven zich afspeelde tussen een voorbije wereldoorlog en een komende.

Pas 

Veel later, toen hij zijn herinneringen opschreef, sprak mijn vader van een ‘schuldige tijdgebondenheid.’ Achteraf schaamde hij zich diep over deze periode. Ik maakte me, schreef hij, enkele druk over de handhaving van het sabbatsgebod.

Dominee Catrinus Mak in 'Ons-Indië.' Hoewel ook deze zielenherder diende in het Nederlandse leger in Indonesië, zweeg ook hij over de Nederlandse oorlogsmisdaden. 

Ook hier wordt de persoonlijke verantwoordelijkheid ontkend, en verborgen achter het in wezen niets verklarend eufemisme ‘schuldige tijdgebondenheid.’ Niet zozeer dominee Catrinus Mak was kennelijk fout geweest, maar de ‘tijd’ waaraan hij ‘gebonden’ was. Deze doortraptheid is een typisch Nederlands fenomeen, hetgeen ook verklaart waarom De eeuw van mijn vader, Mak’s meest lucratieve bestseller in de polder was. Het racisme in Nederland is het product van het kolonialisme. Het diende en dient nog steeds als rechtvaardiging voor de onderdrukking en uitbuiting van volkeren die de Nederlandse samenleving rijk hebben gemaakt en nog steeds rijk houden. Geen land dat zo gewillig de NAVO-terreur steunt als Nederland. Mede daarom ziet de polderpers het als haar taak  om De Ander te ontmenselijken. De demonisering van bijvoorbeeld Saddam Hoessein was dermate succesvol dat de terreur van de Shock and Awe-terreur door mijn collega’s kon worden gepropageerd als bevrijding van het Iraakse volk. In werkelijkheid kwamen meer dan een miljoen Iraakse burgers om het leven, terwijl nu nog elke dag weer vrouwen, kinderen, mannen vermoord worden als gevolg van de agressie-oorlog onder aanvoering van de Verenigde Staten. Het is altijd één man, Milosevic, Gaddafi, Assad, nu Poetin, die wordt gedemoniseerd zodat een heel volk kan worden gestraft. Ook dit is een vorm van hedendaags racisme. De slachtoffers spelen geen rol, zoals bijvoorbeeld wordt aangetoond wanneer enkele Joods-Israeli’s worden gedood door Palestijnen en de mainstream-media daar uitgebreid over berichten, terwijl het vermoorden van Palestijnse burgers doorgaans niet gemeld wordt. Het racisme is diep verankerd. Professor Wekker stelt in dit verband:

Mijn stelling is: vierhonderd jaar kolonialisme, dat doe je niet ongestraft. Het laat sporen na in hoe je naar jezelf en de ander kijkt… Je leerde: wij witten zijn toonaangevend, wij zijn de meester, wij zijn intelligent, wij weten hoe het moet. En we moeten proberen de inheemsen onze kant op te krijgen, we moeten ze beschaving bijbrengen.

Naar aanleiding van ‘het koloniale denken bij Nederlanders’ dat ‘heeft geleid tot superioriteitsdenken, narcisme en grootheidswaan,’ zegt Gloria Wekker: 

de gedachte was: de situatie is voor iedereen het beste, want kijk eens hoe wij ons allemaal ontwikkelen. En die geestesgesteldheid is nooit open en bloot op tafel gelegd en bevraagd… Dat we de multiculturele samenleving nu massaal afwijzen, komt doordat we nooit diep genoeg zijn gegaan… Als individu krijg je nog steeds de houding mee die ons is overgeleverd uit de koloniale tijd, toen we moesten rechtvaardigen waarom we andere mensen aan ons onderwierpen en we ze dus zogenaamd vooruithielpen. De boodschap komt uit alle hoeken en gaten, via de televisie, in wat we lezen, direct en indirect, en die luidt: ik ben wit, dus ben ik superieur… Onbewust krijgt iedereen de boodschap mee… Martin Bril die bij ‘De Wereld Draait Door’ kan zeggen dat hij hoopt dat zijn dochter niet thuis komt met een grote neger en iedereen lacht. Sylvana Simons die Martin Simek tot de orde roept als hij praat over ‘zwartjes’ en kijkt eens hoe Matthijs van Nieuwkerk zich dan gedraagt. Hij doet alsof hij God is: hij heeft geen mening, laat die mensen het uitvechten. Is het nou onkunde of onwil?

Vervolgens demonstreert de interviewster, Greta Riemersma, opnieuw welke opvattingen zij erop nahoudt, door te beweren ‘Als journalist wil je toch niet partijdig overkomen?’ niet beseffend dat door te zwijgen Van Nieuwkerk duidelijk stelling nam. Had de journalist Martin Bril bijvoorbeeld verklaart te hopen dat ‘zijn dochter niet met een kleine jood’ zou thuiskomen dan had het publiek zeker niet gelachen en had de gespreksleider onmiddellijk ingegrepen. Dagenlang zouden de Nederlandse mainstream-media deze affaire hebben uitgemolken, politici hadden vragen gesteld in de Tweede Kamer, het zou een onmiddellijk einde hebben betekend van Martin Brill’s carrière, en Greta Riemersma zou nooit hebben opgemerkt dat je ‘als journalist toch niet partijdig’ wilt ‘overkomen.’ Openlijk antisemitisme is godzijdank taboe, maar illustrerend genoeg geldt dit in Nederland niet voor openlijk racisme, terwijl toch zwarten onder een nog massalere holocaust hebben geleden dan joodse westerlingen. Bovendien heeft Nederland schatten verdiend aan de slavenhandel. In de inleiding van zijn studie Geschiedenis van de Amsterdamse Slavenhandel (2013) merkt de hoofdstedelijke historicus dr. Leo Balai op:

In de geschiedschrijving van Amsterdam wordt weinig tot geen aandacht besteed aan de periode waarin de stad zich intensief met slavernij en slavenhandel heeft bezig gehouden. Dit is opmerkelijk, omdat Amsterdam hierbij een prominente rol heeft gehad.

In een woord vooraf wijst Balai erop dat hoewel 'gezien vanuit de positie van Amsterdam binnen de organisatie die voor de handel verantwoordelijk was, redelijk wat informatie voorhanden is,' er over 'de, veelal prominente, Amsterdammers die verantwoordelijk waren voor de deelname van de stad aan de slavenhandel vrijwel niets bekend [is], althans niet in hun rol van slavenhandelaars.'

En als het aan de witte Nederlandse geschiedschrijvers ligt zal dit niet snel veranderen. Het is ook niet verbazingwekkend dat dr. Leo Balai een zwarte historicus is. Door het onderhuids racisme heeft men hier geen oog voor wat buitenlandse historici en auteurs wel zien. Zo schreef de wereldberoemde auteur Eduardo Galeano, wiens bekendste boeken Kroniek van het vuur (1986) en De aderlating van een continent (1991) in twintig talen zijn verschenen dat 

De indianen, zoals Darcy Ribeiro (Braziliaanse antropoloog/auteur. svh) zegt, de brandstof [waren] voor het koloniale productiesysteem. 'Het is bijna zeker,' schrijft Sergio Bagú, 'dat er tegelijk met de grote massa slaven honderden indiaanse beeldhouwers, architecten, ingenieurs en astronomen de Spaanse mijnen ingestuurd zijn om het grove en vermoeiende delvingswerk te verrichten. Voor de koloniale economie was de technische vaardigheid van die mensen niet van belang. Ze golden slechts als ongekwalificeerde arbeiders.' […]

Die woeste vloedgolf van hebzucht, terreur en wreedheid kon deze gebieden alleen ten kosten van indianenlevens overspoelen: volgens de meest betrouwbare recente onderzoekingen had Mexico in de tijd vóór Columbus tussen de 30 en 37,5 miljoen inwoners en men schat dat in het Andesgebied nog eens zoveel indianen woonden; Midden-Amerika telde tussen de 10 en 13 miljoen inwoners. In totaal waren er tussen de 70 en 90 miljoen Azteken, Inca's en Maya's toen de buitenlandse veroveraars aan de horizon verschenen: anderhalve eeuw later was dat aantal teruggelopen tot slechts 3,5 miljoen. […]

Ideologische rechtvaardigingen ontbraken niet. Het bloedbad dat in de Nieuwe Wereld  werd aangericht veranderde in een daad van naastenliefde of kreeg geloofsmotieven. Tegelijk met de schuld ontstond er een heel systeem van alibi's voor de schuldige gewetens. 

Ondertussen geldt anno 2016 nog steeds dat 

De Nederlandse slavenhandel een zwarte en voor een deel ook nog onbeschreven bladzijde [vormt] uit onze vaderlandse geschiedenis,

zoals de samenstellers van het geïllustreerde boek Slaven en schapen. Enkele reis, bestemming onbekend in 2001 concludeerden. En dit terwijl er

Ruwweg tussen 1600 en 1800 zo’n tien miljoen inwoners van Afrika als handelswaar door Europeanen naar Noord- en Zuid-Amerika [werden] gebracht. Diegenen die de overtocht overleefden wachtte een dikwijls onmenselijk bestaan in slavernij. Nederland verhandeld circa 550.000 slaven…

De opmerking van interviewster Greta Riemersma dat ‘Er mensen [zijn] die zeggen: Martin Simek bedoelde het goed, hij had het over het redden van vluchtelingen, maar Sylvana Simons moest weer alle aandacht naar zich toetrekken’ werd door mevrouw Wekker snel doorgeprikt:

Ik vind het zo kortzichtig. Het is dat zelf-flatterende, dat we bij voorbaat van onszelf aannemen dat we goede bedoelingen hebben, wij hebben geen last van racisme. Op grond waarvan zeg je dat? Zijn het de witte mensen die kunnen beoordelen of racisme zich wel of niet voordoet in de samenleving? Of weegt de stem van degenen die het ondergaan zwaarder? Vergelijk dat nou eens met seksisme, dan laat je mannen toch ook niet zeggen: ga weg, seksisme bestaat niet? Dat oordeel is toch aan ons, vrouwen? Maar in het geval van racisme mogen witten zonder enige kennis van zaken beweren: ik weet hoe het zit. 

Een bekende hedendaagse vorm van racisme is het meestal onbewuste eurocentrisme van bijvoorbeeld een bestseller-auteur als Geert Mak. Alles in de wereld wordt afgemeten aan de benarde opvattingen die de christelijke cultuur in het Avondland hem hebben bijgebracht. Het kosmopolitische en universele is hem volledig ontgaan, zo fundamenteel zelfs dat hij en de andere mainstream-opiniemakers in de polder werkelijk geloven dat het neoliberale kapitalisme geglobaliseerd moest worden, desnoods met geweld. Wat dat betreft lijkt hij als twee druppels water op zijn vader, die in het interbellum als gereformeerde evangelisatie-predikant naar Sumatra werd gezonden. Het enige verschil is dat het geloof in de witte christelijke God heeft moeten wijken voor het Vooruitgangsgeloof van de ‘Verlichting.’ Voor de rest zijn beide geloven even agressief en bloeddorstig, zoals Auschwitz en Hiroshima hebben aangetoond. 

In zijn essay Discourse on Colonialism (1950) wijst de zwarte auteur Aimé Césaire erop dat het superioriteitsgevoel van de witte kolonisten en ‘their sense of mission as the world civilizers, depends on turning the Other into a barbarian.’ Het is een oude kolonialistische wetmatigheid dat

the colonizer, who in order to ease his conscience gets into the habit of seeing the other man as an animal, accustoms himself to treating him like an animal, and tends objectively to transform himself into an animal.  

Nadat elke vorm van westerse terreur eerst op de gekleurde volkeren was uitgeprobeerd werd het onvermijdelijk dat uiteindelijk Auschwitz plaatsvond en dat vandaag de dag de witte zowel als zwarte mens onder de doem leeft van een nucleaire holocaust door de politiek/militaire doctrine van de ‘Mutual Assured Destruction,’ kortweg ‘MAD,’ de ‘wederzijds verzekerde vernietiging.’ De NAVO bedreigt niet alleen het voortbestaan van het Russische volk, maar tegelijkertijd ook de overleving van de westerse bevolking, zonder dat hierop in de praktijk een democratische controle bestaat. Uitgaande van Césaire’s wijze woorden moet geconstateerd worden dat het racisme naar binnen is geslagen; wat het Westen de ander aandoet, doen de autoriteiten in de VS en Europa tenslotte ook hun eigen bevolking aan. Nucleaire bommen die in 1945 tenminste 200.000 Japanse burgers hebben vermoord,  staan nu op onszelf gericht en kunnen binnen enkele minuten worden afgevuurd, zonder dat hierop ook maar enige controle bestaat van de miljarden potentiële slachtoffers. De mensheid kan elk moment getuige zijn van het einde van elke beschaving, en dit feit demonstreert meteen in welke absurditeit zowel de religieuze- als Verlichtingsgelovigen zich hebben gemanoeuvreerd. Zowel christenen en islamieten als hindoes en joden bezitten nu de moeder van alle massavernietigingswapens. In het geval van de Verenigde Staten geldt het volgende:

According to a Washington Post article, the president is always accompanied by a military aide carrying a 'football' with launch codes for nuclear weapons. The football is a metal Zero Halliburton briefcase carried in a black leather ‘jacket.’ The package weighs around 45 pounds (20 kilograms). A small antenna protrudes from the bag near the handle.

In his book Breaking Cover, Bill Gulley, the former director of the White House Military Office, wrote:

There are four things in the Football. The Black Book containing the retaliatory options, a book listing classified site locations, a manila folder with eight or ten pages stapled together giving a description of procedures for the Emergency Alert System, and a three-by-five inch card with authentication codes. The Black Book was about 9 by 12 inches and had 75 loose-leaf pages printed in black and red. The book with classified site locations was about the same size as the Black Book, and was black. It contained information on sites around the country where the president could be taken in an emergency.

Operation

If the president (who is commander-in-chief) decided to order the use of nuclear weapons, they would be taken aside by the ‘carrier’ and the briefcase opened. A command signal, or ‘watch’ alert, would then be issued to the Joint Chiefs of Staff. The president would then review the attack options with the aide and decide on a plan, which could range from a single cruise missile to multiple ICBM launches. These are preset war plans developed under OPLAN 8010 (formerly the Single Integrated Operational Plan). Then, using whatever communications technology the satchel contains, the aide would presumably make contact with the National Military Command Center or, in a retaliatory strike situation, multiple airborne command posts (who likely fly Boeing E-4Bs) and/or nuclear-armed submarines.

Before the order can be processed by the military, the president must be positively identified using a special code issued on a plastic card, nicknamed the ‘biscuit.’ The United States has a two-man rule in place, and while only the president can order the release of nuclear weapons, the order must be confirmed by the Secretary of Defense (there is a hierarchy of succession in the event that the president is killed in an attack). Once all the codes have been verified, the military would issue attack orders to the proper units. These orders are given and then re-verified for authenticity.

The football is carried by one of the rotating presidential military aides, whose work schedule is described by a top-secret rota (one from each of the five service branches). The aide is occasionally physically attached to the briefcase via a security cable around the wrist. This person is a commissioned officer in the U.S. military, pay-grade O-4 or above, who has undergone the nation's most rigorous background check (Yankee White). These armed officers are required to keep the football readily accessible to the president at all times. Consequently, the aide, football in hand, is always either standing or walking near the president, including riding on Air Force One, Marine One, or the presidential motorcade with the president.

In January 2015, the Bulletin of the Atomic Scientists advanced its famous Doomsday Clock to three minutes before midnight, a threat level that had not been reached for 30 years. The Bulletin's statement explaining this advance toward catastrophe invoked the two major threats to survival: nuclear weapons and ‘unchecked climate change.’ The call condemned world leaders, who ‘have failed to act with the speed or on the scale required to protect citizens from potential catastrophe,’ endangering ‘every person on Earth [by] failing to perform their most important duty -- ensuring and preserving the health and vitality of human civilization.’

Since then, there has been good reason to consider moving the hands even closer to doomsday.

As 2015 ended, world leaders met in Paris to address the severe problem of ‘unchecked climate change.’ Hardly a day passes without new evidence of how severe the crisis is. To pick almost at random, shortly before the opening of the Paris conference, NASA's Jet Propulsion Lab released a study that both surprised and alarmed scientists who have been studying Arctic ice. The study showed that a huge Greenland glacier, Zachariae Isstrom, ‘broke loose from a glaciologically stable position in 2012 and entered a phase of accelerated retreat,’ an unexpected and ominous development. The glacier ‘holds enough water to raise global sea level by more than 18 inches (46 centimeters) if it were to melt completely. And now it's on a crash diet, losing 5 billion tons of mass every year. All that ice is crumbling into the North Atlantic Ocean.’

Yet there was little expectation that world leaders in Paris would ‘act with the speed or on the scale required to protect citizens from potential catastrophe.’ And even if by some miracle they had, it would have been of limited value, for reasons that should be deeply disturbing.

When the agreement was approved in Paris, French Foreign Minister Laurent Fabius, who hosted the talks, announced that it is ‘legally binding.’ That may be the hope, but there are more than a few obstacles that are worthy of careful attention.

In all of the extensive media coverage of the Paris conference, perhaps the most important sentences were these, buried near the end of a long New York Times analysis: ‘Traditionally, negotiators have sought to forge a legally binding treaty that needed ratification by the governments of the participating countries to have force. There is no way to get that in this case, because of the United States. A treaty would be dead on arrival on Capitol Hill without the required two-thirds majority vote in the Republican-controlled Senate. So the voluntary plans are taking the place of mandatory, top-down targets.’ And voluntary plans are a guarantee of failure.

Nu de leidende macht binnen de NAVO de komende decennia haar gehele nucleaire arsenaal vernieuwt en meer ‘usable’ kernwapens gaat inzetten is het zinnig te lezen wat Chomsky hierover meldt:

Let us turn to the other (and traditional) concern of the atomic scientists who adjust the Doomsday Clock: nuclear weapons. The current threat of nuclear war amply justifies their January 2015 decision to advance the clock two minutes toward midnight. What has happened since reveals the growing threat even more clearly, a matter that elicits insufficient concern, in my opinion.

The last time the Doomsday Clock reached three minutes before midnight was in 1983, at the time of the Able Archer exercises of the Reagan administration; these exercises simulated attacks on the Soviet Union to test their defense systems. Recently released Russian archives reveal that the Russians were deeply concerned by the operations and were preparing to respond, which would have meant, simply: The End.

We have learned more about these rash and reckless exercises, and about how close the world was to disaster, from U.S. military and intelligence analyst Melvin Goodman, who was CIA division chief and senior analyst at the Office of Soviet Affairs at the time. ‘In addition to the Able Archer mobilization exercise that alarmed the Kremlin,’ Goodman writes, ‘the Reagan administration authorized unusually aggressive military exercises near the Soviet border that, in some cases, violated Soviet territorial sovereignty. The Pentagon's risky measures included sending U.S. strategic bombers over the North Pole to test Soviet radar, and naval exercises in wartime approaches to the USSR where U.S. warships had previously not entered. Additional secret operations simulated surprise naval attacks on Soviet targets.’

We now know that the world was saved from likely nuclear destruction in those frightening days by the decision of a Russian officer, Stanislav Petrov, not to transmit to higher authorities the report of automated detection systems that the USSR was under missile attack. Accordingly, Petrov takes his place alongside Russian submarine commander Vasili Arkhipov, who, at a dangerous moment of the 1962 Cuban Missile Crisis, refused to authorize the launching of nuclear torpedoes when the subs were under attack by U.S. destroyers enforcing a quarantine.

Other recently revealed examples enrich the already frightening record. Nuclear security expert Bruce Blair reports that ‘the closest the U.S. came to an inadvertent strategic launch decision by the President happened in 1979, when a NORAD early warning training tape depicting a full-scale Soviet strategic strike inadvertently coursed through the actual early warning network. National Security Adviser Zbigniew Brzezinski was called twice in the night and told the U.S. was under attack, and he was just picking up the phone to persuade President Carter that a full-scale response needed to be authorized right away, when a third call told him it was a false alarm.’

This newly revealed example brings to mind a critical incident of 1995, when the trajectory of a U.S.-Norwegian rocket carrying scientific equipment resembled the path of a nuclear missile. This elicited Russian concerns that quickly reached President Boris Yeltsin, who had to decide whether to launch a nuclear strike.

Blair adds other examples from his own experience. In one case, at the time of the 1967 Middle East war, ‘a carrier nuclear-aircraft crew was sent an actual attack order instead of an exercise/training nuclear order.’ A few years later, in the early 1970s, the Strategic Air Command in Omaha ‘retransmitted an exercise... launch order as an actual real-world launch order.’ In both cases code checks had failed; human intervention prevented the launch. ‘But you get the drift here (een indruk krijgen. svh),’ Blair adds. ‘It just wasn't that rare for these kinds of snafus (chaotische situaties. svh) to occur.’

Blair made these comments in reaction to a report by airman John Bordne that has only recently been cleared by the U.S. Air Force. Bordne was serving on the U.S. military base in Okinawa in October 1962, at the time of the Cuban Missile Crisis and a moment of serious tensions in Asia as well. The U.S. nuclear alert system had been raised to DEFCON 2, one level below DEFCON 1, when nuclear missiles can be launched immediately. At the peak of the crisis, on October 28th, a missile crew received authorization to launch its nuclear missiles, in error. They decided not to, averting likely nuclear war and joining Petrov and Arkhipov in the pantheon of men who decided to disobey protocol and thereby saved the world.

As Blair observed, such incidents are not uncommon. One recent expert study found dozens of false alarms every year during the period reviewed, 1977 to 1983; the study concluded that the range is 43 to 255 per year. The author of the study, Seth Baum, summarizes with appropriate words: ‘Nuclear war is the black swan we can never see, except in that brief moment when it is killing us. We delay eliminating the risk at our own peril. Now is the time to address the threat, because now we are still alive.’

These reports, like those in Eric Schlosser's book Command and Control, keep mostly to U.S. systems.The Russian ones are doubtless much more error-prone. That is not to mention the extreme danger posed by the systems of others, notably Pakistan.

‘A War Is No Longer Unthinkable’

Sometimes the threat has not been accident, but adventurism, as in the case of Able Archer. The most extreme case was the Cuban Missile Crisis in 1962, when the threat of disaster was all too real. The way it was handled is shocking; so is the manner in which it is commonly interpreted.

With this grim record in mind, it is useful to look at strategic debates and planning. One chilling case is the Clinton-era 1995 STRATCOM study ‘Essentials of Post-Cold War Deterrence.’ The study calls for retaining the right of first strike, even against non-nuclear states. It explains that nuclear weapons are constantly used, in the sense that they ‘cast a shadow over any crisis or conflict.’ It also urges a ‘national persona’ of irrationality and vindictiveness (wraakzucht. svh) to intimidate the world.

Current doctrine is explored in the lead article in the journal International Security, one of the most authoritative in the domain of strategic doctrine. The authors explain that the United States is committed to ‘strategic primacy’ -- that is, insulation from retaliatory strike. This is the logic behind Obama's ‘new triad’ (strengthening submarine and land-based missiles and the bomber force), along with missile defense to counter a retaliatory strike. The concern raised by the authors is that the U.S. demand for strategic primacy might induce China to react by abandoning its ‘no first use’ policy and by expanding its limited deterrent. The authors think that they will not, but the prospect remains uncertain. Clearly the doctrine enhances the dangers in a tense and conflicted region.

The same is true of NATO expansion to the east in violation of verbal promises made to Mikhail Gorbachev when the USSR was collapsing and he agreed to allow a unified Germany to become part of NATO -- quite a remarkable concession when one thinks about the history of the century. Expansion to East Germany took place at once. In the following years, NATO expanded to Russia's borders; there are now substantial threats even to incorporate Ukraine, in Russia's geostrategic heartland. One can imagine how the United States would react if the Warsaw Pact were still alive, most of Latin America had joined, and now Mexico and Canada were applying for membership.

Aside from that, Russia understands as well as China (and U.S. strategists, for that matter) that the U.S. missile defense systems near Russia's borders are, in effect, a first-strike weapon, aimed to establish strategic primacy -- immunity from retaliation. Perhaps their mission is utterly unfeasible, as some specialists argue. But the targets can never be confident of that. And Russia's militant reactions are quite naturally interpreted by NATO as a threat to the West.

One prominent British Ukraine scholar poses what he calls a ‘fateful geographical paradox’: that NATO ‘exists to manage the risks created by its existence.’

The threats are very real right now. Fortunately, the shooting down of a Russian plane by a Turkish F-16 in November 2015 did not lead to an international incident, but it might have, particularly given the circumstances. The plane was on a bombing mission in Syria. It passed for a mere 17 seconds through a fringe of Turkish territory that protrudes into Syria, and evidently was heading for Syria, where it crashed. Shooting it down appears to have been a needlessly reckless and provocative act, and an act with consequences.

In reaction, Russia announced that its bombers will henceforth be accompanied by jet fighters and that it is deploying sophisticated anti-aircraft missile systems in Syria. Russia also ordered its missile cruiser Moskva, with its long-range air defense system, to move closer to shore, so that it may be ‘ready to destroy any aerial target posing a potential danger to our aircraft,’ Defense Minister Sergei Shoigu announced. All of this sets the stage for confrontations that could be lethal.

Tensions are also constant at NATO-Russian borders, including military maneuvers on both sides. Shortly after the Doomsday Clock was moved ominously close to midnight, the national press reported that ‘U.S. military combat vehicles paraded Wednesday through an Estonian city that juts into Russia, a symbolic act that highlighted the stakes for both sides amid the worst tensions between the West and Russia since the Cold War.’ Shortly before, a Russian warplane came within seconds of colliding with a Danish civilian airliner. Both sides are practicing rapid mobilization and redeployment of forces to the Russia-NATO border, and ‘both believe a war is no longer unthinkable.’


Prospects for Survival

If that is so, a war might well destroy everything. It has been recognized for decades that a first strike by a major power might destroy the attacker, even without retaliation, simply from the effects of nuclear winter.

But that is today's world. And not just today's -- that is what we have been living with for 70 years. The reasoning throughout is remarkable. As we have seen, security for the population is typically not a leading concern of policymakers. That has been true from the earliest days of the nuclear age, when in the centers of policy formation there were no efforts -- apparently not even expressed thoughts -- to eliminate the one serious potential threat to the United States, as might have been possible. And so matters continue to the present, in ways just briefly sampled.

That is the world we have been living in, and live in today. Nuclear weapons pose a constant danger of instant destruction, but at least we know in principle how to alleviate the threat, even to eliminate it, an obligation undertaken (and disregarded) by the nuclear powers that have signed the Non-Proliferation Treaty. The threat of global warming is not instantaneous, though it is dire in the longer term and might escalate suddenly. That we have the capacity to deal with it is not entirely clear, but there can be no doubt that the longer the delay, the more extreme the calamity.

Prospects for decent long-term survival are not high unless there is a significant change of course. A large share of the responsibility is in our hands -- the opportunities as well.

Never having withstood a prolonged bombing campaign on their soil, many people in the United States are quick to support and justify the use of bombs -- including nuclear ones -- on others.

Academics Scott Sagan and Benjamin Valentino conducted research on the US public's attitude regarding nuclear bombing and recently publishing a summary of their findings in a Wall Street Journal story titled 'Would the US Drop the Bomb Again?' From a survey of a 'representative sample of 620 Americans' administered by YouGov last July, Sagan and Valentino revealed results that were 'unsettling about the instincts of the US public.' Specifically, the pair reported that, 'When provoked, [US citizens] don't seem to consider the use of nuclear weapons a taboo, and our commitment to the immunity of civilians from deliberate attack in wartime, even with vast casualties, is shallow.'
