'Deskundigen' 117



Tlamatini, meervoud: tlamatinime, is een begrip dat in de taal van de Azteken ‘wijze man’ betekent. Nadat in november 1519 de troepen van de Spaanse conquistador Hernán Cortés onmiddellijk met geweld de Azteken begonnen te onderwerpen volgden al snel Franciscaner missionarissen die, via culturele onderwerping, koloniale gehoorzaamheid een voldongen feit probeerden te maken. De wijze mannen van de Azteken reageerden op de poging om de ‘heidenen’ in christenen te veranderen op een leerzame manier. Zij zeiden tegen de Spanjaarden:

Our lords, our very esteemed Lords: great hardships have you endured to reach this land. Here before you, we ignorant people contemplate you… And now, what are we to say?
What should we cause your ears to hear? Perhance, is there any meaning to us? Only very common people are we. [...]

And now, are we to destroy the ancient order of life? […]

Hear, oh Lords, do nothing to our people that will bring misfortune upon them, that will cause them to perish.

In Eduardo Galeano. Through the Looking Glass ontleden de hoogleraren Fischlin en Nandorfy deze reactie van de ‘wijze mannen’ op een wijze die de westerling een spiegel voorhoudt:

The oration begins with an acknowledgement of the other’s presence (remember that the ‘other’ here is the European) and of that other’s suffering, an oration that is not merely rhetorical: literally, it signals the recognition of difference that permits the dissenting discourse the tlamatinime will present. Here, the ‘annihilated’ other recognizes the pain of the oppressor and acknowledges the reality of the new power relations in place. Ignorance and contemplation go hand in hand in this opening gesture, a speech act of profound importance for how it establishes an alternative structure of encounter, one that requires both a recognition of one’s ignorance of difference as well as the need to contemplate that difference in a meaningful way. The interrogatives that follow set the stage for establishing a dialogue based on the conjoined position of contemplative ignorance: ‘And now, what are we to say?’ Following on this invitation to imagine a new space of discourse, the tlamatinime question their own meaning, a gesture of solidarity with the unimagined dialogue that could potentially emerge from the encounter and an acknowledgment that new meanings remain to be created through encounter.



Kortom, de wijze mannen van de Azteken reageren pragmatisch en rationeel. Ze beseffen dat er uit het contact met de blanke binnendringers iets nieuws moet ontstaan, ze zijn bereid een dialoog aan te gaan, stellen zichzelf maar vooral ook de Europeanen de vraag of ze ‘de oude orde die het leven bepaalde moeten vernietigen,’ zijn geinteresseerd in hun mening, en verzoeken de blanke christenen hun volk geen kwaad te berokkenen waardoor het ten onder zal gaan. Ze proberen contact te leggen met de ander door te vertellen hoe zij de nieuw ontstane situatie inschatten en merken daarbij op dat ze zelf onwetend zijn, en dus niet in staat zijn zonder medewerking de zaak op te lossen. Ze zijn bereid daarover te communiceren met mensen die hen kwaad hebben aangedaan. Hun houding staat lijnrecht tegenover die van de Europeanen. Die worden niet gedreven door rationaliteit en  pragmatisme, maar door emoties, door een combinatie van meedogenloze hebzucht, irrationele vrees voor de ander en een superioriteitsgevoel. In hun studie over het werk van Galeano concluderen Fischlin en Nandorfy over deze ontmoeting dat

In many ways, the brief fragment discussed here addresses an ethics of encounter to which Eurpeans were antithetical and (with few exceptions) unsympathetic.

Hoe normaal dit voor ons ook mogen lijken, toch blijft de blanke christelijke mentaliteit uiterst vreemd. Waarom werden de oorspronkelijke bewoners van een voor ons nieuwe wereld vanaf het begin gezien als vijanden en als mensen die tot slaaf gemaakt moesten worden? Op grond waarvan dachten de blanke christenen dat ze het recht hadden andere volkeren te dwingen hun eigen cultuur te vernietigen om de westerse cultuur klakkeloos over te nemen, inclusief de christelijke luchtgod? Waar komt die vanzelfsprekendheid vandaan, die nog steeds heerst bij westerse politici en westerse opiniemakers? Waarom meent Washington dat het Iran kan bedreigen terwijl er nog steeds geen onomstotelijke bewijzen zijn dat het land aan een kernwapen werkt? Waarom denkt het Westen dat de rest van de wereld moet accepteren dat Israel van het Westen rond de 150 kernbommen mag bezitten en Iran niet? En om nog een ander vrij willekeurig actueel voorbeeld te geven: op wat is de vanzelfsprekendheid gebaseerd waarmee een dagblad als de Volkskrant bericht over de Zwaarste bom ter wereld’ die in de VS ‘paraat [staat]’ om tegen Iran te worden ingezet, zonder dat de VS volgens het internationaal recht hiertoe gelegitimeerd is.

'De slechtste optie is niets doen', zegt de Amerikaanse defensiedeskundige en docent aan Columbia University Austin Long vanuit New York. 'De op een na beste is een Israëlische actie. De beste optie is dat de VS de klus klaren.' […] Teheran is gewaarschuwd: de B-2's kunnen in ruim 28 uur Fordo bereiken, de MOP lanceren en terugkeren. Dit alles zonder dat de Iraanse radar het 'spookvliegtuig' ontdekt en de Iraanse F-14's het kunnen neerhalen. In de oorlogen waarin de B-2's zijn ingezet, zoals Kosovo en Irak, is nooit een toestel verloren gegaan.


Waarom bestaan er alleen universele rechten zodra dit het Westen uitkomt? Waarom zijn wij nog steeds niet geinteresseerd in de ander, behalve dan als ondergeschikte? Op wat is de westerse vanzelfsprekendheid van het eigen gelijk gebaseerd? Vanwaar al die pretenties en de hypocrisie en wat gaat daar allemaal achter schuil? Wanneer leert het Westen eens om zich humanitair op te stellen? Waar komt die eeuwenoude blanke pathologie vandaan? Vanwaar ook in dit opzicht de onnozelheid van opiniemakers die beweren dat de VS decennialang ‘ordebewaker en politieagent’ is geweest, terwijl de Amerikaanse terreur in Vietnam, Guatemala, Iran, Irak en Afghanistan etc. precies het tegenovergestelde laten zien? Wat mankeren wij toch? Waarom begonnen de Europeanen met hun zogeheten ‘ontdekkingsreizen’? En waarom begonnen we meteen met moorden, verkrachten, roven? In dat verband schreven Fischlin en Nandorfy over het Westen:

The political will to sustain universal ‘humane norms’ has all too often been (and is) lacking in ‘international behavior’ and has done little to temper the violence of the times in which we all live and out of which we have all emerged. Rights discourse that fails to account for this from the start is severely compromised. Galeano’s example is particularly intriguing in the sense that he combines narrative ability… with the kinds of critical analyses that explode unthought truisms, pervasive clichés. and deceptive structures of thought circulating in the master narratives that ground universalist notions of rights. The closural anecdote from Galeano’s We Say No about the relations between oppressor and oppressed, a crucial issue in all rights discourse, one of whose primary aims is the establishment of equality and ‘brotherhood,’ is telling:

‘Some time ago the Spanish priest Ignacio EllacurÍa  told me that to him the notion of the Discovery of America seemed absurd. The oppressor is incapable of discovery, het told me:
‘It is the oppressed who discover the oppressor.’
He believed that the oppressor couldn’t even discover himself. The true reality of the oppressor can only be seen from the point of view of the oppressed.’
Here Galeano undoes the orthodox narrative of discovery in which the conquerors benignly come upon their victims in order to save them from their supposed barbarity,

zoals nog steeds het geval is wanneer de VS al dan niet met steun van de NAVO weer eens ergens in Afrika of het Midden Oosten met geweld ingrijpt om tenslotte zo’n chaos te veroorzaken dat terugtrekking de enige optie is gebleven. Waarom is de westerse buitenlandse politiek zo misleidend? Waarom zijn we niet wezenlijk geinteresseerd in de ander, die een afwijkend mens- en wereldbeeld heeft? Waarom weigeren we in te zien dat niet alleen onze interpretatie van universaliteit doorslaggevend is? Waarom kunnen we ons niet verplaatsen in de visie van de ander? Waarom kan het Westen zijn zienswijze zelfs niet voor eenmaal omkeren? En wat betekent dit in feite? Fischlin en Nandorfy:

The intolerance of the system for such a reversal of the gaze, which in essence reflects on the system’s ability to know itself (and thus to know the other as well) cannot but produce a perverse universalist structure…

Universality… is a cultural construction that serves particular post-conquest imperial ends… as philospher Charles Landesman explains: ‘the problem of universals is to explain how different things can have common qualities, [whereas] the problem of individuation is to explain how things with all their qualities in common can be different.’
Harnessed to particular ideological purposes, the universal effaces difference in the name of a homogeneity that promotes a self-governing, self-regulating, self-same citizenry whose very imagined uniformity is best expressed in concepts like nation, community, empire, science, equality. and, importantly, ‘right’ and ‘tradition.’



Anders gesteld: het westerse technologische systeem, dat met geweld wereldwijd wordt opgelegd, dwingt automatisch tot uniformering. Het duldt geen afwijking van de standaard, en vernietigt daardoor de heterogeniteit die zo kenemerkend was voor mens en natuur en het directe resultaat is van de evolutie. In de praktijk is paradoxaal genoeg de universaliteit van democratie en mensenrechten het wapen geworden van de machtigen om alleen de eigen economische en geopolitieke belangen te dienen. Vietnam werd napalm, Irak werd Abu Ghraib. Universalisme werd benepen patriottisme in de stijl van president Bush senior die na het neerschieten van een Iraans verkeersvliegtuig, waarbij 290 mannen, vrouwen en kinderen werden gedood, verklaarde: 'I will never apologize for the United States of America ? I don't care what the facts are.’ Een recenter voorbeeld is de ‘kill-list’ van president Obama, waarbij burgers, die alleen nog maar verdacht worden van het mogelijk plannen van terrorisme, zonder tussenkomst van de rechter, kunnen worden vermoord. De Amerikaanse hoogleraar Internationale Betrekkingen, Michael Brenner, schreef daarover op 18 februari 2013:

Assassination of American citizens by presidential dictate, blanket suspension of habeas corpus -- indefinitely, massive wiretapping and surveillance with and without warrant, torture as the official policy of the United States government -- these are trademarks of the ‘war on terror’ pursued since 9/11. This despite the absence of a single serious attack over the past twelve years and the scattering of a defanged al-Qaida -- the only group that once had the potential capability to do us major harm… No prominent politician denounces these insults to American principles -- except the few who very late in the day ponder the desirability of introducing a tame court review of demands to execute the ‘kill list.’ […]

As for the media, they consistently have been accomplices, giving either active (in most cases) or passive backing to doing ‘what is necessary’ to ‘safeguard’ the American people. Even The New York Times, self-proclaimed pillar of journalistic integrity and defender of our freedoms from government abuse, repeatedly bent its standards to accommodate successive administrations ever ready to break the rules. Transmission belt for the falsehoods that paved the way for the invasion of Iraq, withholder of information about illegal electronic surveillance on the eve of the 2004 election, discrete on Guantanamo abuses, and Johnny-come-lately to the assassination on Oval Office command scandal, the Times and kindred members of the ‘quality’ press have been enablers of the distressing practices of our government at home as well as abroad.

Desondanks blijft de mainstream opinie in de commerciele massamedia dat ‘het beter [is] voor Nederland en de internationale gemeenschap dat Obama de verkiezingen wint,' zonder duidelijk te maken wat dit betekent. Beter dan wat? In elk geval niet voor de universaliteit van mensenrechten en democratie die ook door het Westen op grote schaal geschonden worden, zoals Richard Falk, emeritus hoogleraar Internationaal Recht aan Princeton University, herhaaldelijk duidelijk maakt. Deze Amerikaanse geleerde, die algemeen gezien wordt als een van de grootste deskundigen op zijn gebied, merkt verder het volgende op:   

It became clear that the normative framework of the Universal Declaration, even if one includes the two subsequently negotiated human rights covenants, had serious deficiencies if it meant, as claimed, to address the full range of human rights concerns. As representatives of indigenous peoples began to make abundantly clear, the mainstream human rights tradition did not speak to their general circumstances. It was especially insensitive to their view that human rights had to include the protection of traditional ways of community life in the face of state- and market-driven modernization. Somewhat more controversial were the various contentions that non-Western civilizations did not participate fully in the standard-setting process, making the human rights tradition both insufficiently responsive to non-Western values and lacking in any truly global legitimacy. Islamic and Confucian scholars have both complained about the excessive individualism and permissiveness of the human rights tradition as written into international law. They have also complained about its failure to balance the rights of the individual against responsibilities to the community, and about the selectivity of emphasis in which civil and political rights are privileged.




Een concreet voorbeeld van het ver doorgevoerde westerse individualisme en de uitwerking daarvan in het universalisme is het feit dat volgende VN in 1999 the world’s richest 200 people had doubled their wealth in four years.’ En: ‘The poorest 40 percent of the world’s population accounts for 5 percent of global income. The richest 20 percent accounts for three-quarters of world income.’ Daarnaast bezitten ‘the ten richest men on the planet, wealth equivalent to the value of the total production of fifty countries, and 447 multimillionaires own a greater fortune than the annual income of half of humanity.’ Dus dankzij ondermeer de universele rechten van de mens kunnen tien individuen even rijk zijn als maar liefst 50 landen bij elkaar. Het moet te denken geven dat de jurist Richard Falk duidelijk maakt dat de VN verklaring over de rechten van de mens niet afdoende is om universele rechten te bewerkstelligen.  Die verklaring ‘excludes anything but Western-centric sources for the ideas that form the basis of rights discourse today,’ zoals Fischlein en Nandorfy concluderen. Het ver doorgevoerde individualisme heeft niet geleid tot een betere,  harmonieuzere, en rechtvaardigere samenleving. Eind vorige eeuw constateerden vier Amerikaanse academici in hun studie Habits of the Heart. Individualism and commitment in American Life juist het tegenovergestelde. Overigens betreft het hier niet de zienswijze van vier radicale revolutionairen maar de visie van vier gematigde wetenschappers van wie het werk door Newsweek werd beoordeeld als een ‘brilliant analyses… A kind of moral State of the Union message worthy of Tocqueville,’ terwijl volgens een recensie in de New York Times Book Review ‘it conveys a powerful sense of moral urgency.’ In hun voorwoord bij de heruitgave in 1996 staat de volgende opsomming:


Looking around at what is happening to us as a nation… everywhere we find uneasiness about the soundness of our society and concern about its future. More and more of us doubt whether we can trust our institutions, our elected officials, our neighbors, or even our ability to live up to our own expectations for our lives. And anxiety is always close to the surface, a haunting fear that things have somehow gone wrong. For many Americans, these fears come to a head in worries about crime, moral decline, and the deepening divides of income and opportunity. There is a gnawing uncertainty about the future of our jobs, of adequate income, and of our family life, especially our children’s welfare.

Underlying many of these fears is the realization that, for most Americans, growth of the global economy no longer means opportunity but, rather, ‘downseizing,’ ‘re-engineered’ jobs, and the pink slip of dismissal. Yet through all these wrenching threats to prosperity there has been curiously little public protest about the changing rules of the economic game. We are divided, we are told, by race, by culture, by creed, by differing views of the national identity. But we are united, it turns out, in at least one core belief, even across lines of color, religion, region and occupation: the belief that economic success or misfortune is the individual’s responsibility, and his or hers alone.

Ondertussen is ‘the gap in income between the best-off and the worst-off vastly greater in the United States’ dan in welk ander geindustrialeerd land ook ‘and we continue to tolerate significantly higher rates of economic deprivation than they do.’




Gezien deze feiten is de vraag dan ook op grond van welke maatstaf de VS kan claimen het recht te hebben om overal met geweld in te grijpen? Niet op basis van een universalisme dat zeker niet in de VS zelf bestaat. Het kan alleen op grond van de militaire superioriteit. Meer daarover morgen.
