The myth of the West was… a production, as surely as were the tons of steel ingots and the miles of cloth, of a market driven industrializing society. It gave the dominant elements of that society – mostly eastern – a powerful argument against those who challenged their dominance.

De cowboy, die met zijn six shooter recht en orde herstelt, is de mythe die nog steeds het Amerikaans expansionisme ondersteunt, de Amerikaan kent geen andere mythe dan die van de frontier. Zo heeft hij het geleerd op school en gezien in miljoenen filmbeelden, gehoord via de reclame en in politieke toespraken. Hij kan niet zonder, omdat deze mythe de enige ontsnappingsmogelijkheid biedt aan een cultuur die als steeds beklemmender wordt ervaren. In de Amerikaanse droomwereld is hij een man, Kissinger’s lonely cowboy, maar in de werkelijke wereld is hij niet meer dan een gehoorzame werknemer die doet wat hem wordt opgedragen, in zijn vrije tijd is hij een consument, en zijn vrouw volgt hem daarin. Ook zij kent niet meer dan ze via de televisiecultuur heeft geleerd. ‘In de ratrace gedraag je je als de buren, by conditioned reflexes. Dat gaat zowel op voor de middenklasse als de arbeidersklasse,’ vertelde mij in 2010 de Amerikaanse psycho-therapeute Judy Wyatt. Waar dat toe heeft geleid laat haar echtgenoot Chauncey Hare zien in het fotoboek Protest Photographs:

De mythe van de cowboy illustreert tevens het onuitgesproken verlangen naar ‘the atmosphere of violence and avarice that colored the period,’ zo stelde de filmhistoricus Peter Cowie vast in zijn boek John Ford and the American West. Net als -- volgens de legende -- de oud-testamentische Joden, na veertig jaar door de woestijn te hebben gezworven, Israel in bezit namen, zo veroverden de blanke christelijke kolonisten uit Europa met geweld hun ‘beloofde land.’  En ook deze ‘uitverkorenen’ lazen in hun bijbel dat zij in het land  dat Jaweh uw God u in eigendom geeft, gij niemand in leven [moogt] laten.’  Voordat het land van melk en honing geexploiteerd kon worden, moesten allereerst de heidense ‘wilden’ uitgeroeid of opgesloten worden. Pas dan zou het Wilde Westen ‘fabulous, mythic, hopeful’ zijn. Veel afbeeldingen uit de negentiende eeuw tonen ‘the absence of human habitation and the awesome, almost sinister power of nature, as exemplified in storm clouds and torrential rains,’ die ‘strenghten the image of a wilderness still to be won,’ aldus Cowie, die erop wees dat

George Caleb Bingham’s painting The Emigration of Daniel Bonne (1851) shows the famous Kentuckian leading a number of settlers with wives, children, and livestock out into what Henry Nash Smith (invloedrijke Amerikaanse cultuur historicus. svh) called ‘a dreamily beautiful wilderness which they obviously meant to bring under the plow.’ Timothy Flint, Boone’s most celebrated early biographer, wrote that the pioneer ‘delighted in the thought that “the rich and boundless valleys of the great west – the garden of the earth – and the paradise of hunters, had been won from the dominion of the savage tribes, and opened as an asylum for the oppressed, the enterprising, and the free of every land.”’

The movement westward accelerated, literally, to a rush in 1848 when gold was discovedred in California, and in 1859 when silver as well as gold surfaced in Nevada and Colorado. Neophyte prospectors hastened as far west as Alaska and Oregon in their quest for a stake in what promised to be unlimited wealth… In 1859, Horace Greeley, founder of the New York Tribune, uttered his celebrated rallying cry: ‘Go West, young man, and grow up with the country.’



De huidige nostalgie naar de pionierstijd werd in 1985 door de emeritus hoogleraar Geografie David Lowenthal geanalyseerd in zijn studie The Past is a Foreign Country. Lowenthal beschreef hoe de moderne mens het verleden als een hindernis voor de vooruitgang begon te zien en welke rol de ‘frontier’ daarbij speelde. Drie jaar eerder al had Lowenthal gewezen op het tegenstrijdige fenomeen dat hoe meer de toekomst vrij baan kreeg des te groter het verlangen werd naar de droombeelden van het verleden. Lowenthal in zijn essay The Pioneer Landscape: An American Dream:

Nostalgia for pioneer days is a yearning for a landscape of the spirit -- a landscape of active, positive change. When progress falters, the celebration of such memories helps us to endure the seemingly intractable degradations of the present-day scene. We know we could not return to pioneer landscapes, even if we wished to. Evoking their spirit affirms hope that memories of the past will sustain a wholly different future.

Maar deze hoop is zowel vergeefs als pathologisch; alleen herinneringen kunnen immers nooit de dagelijkse realiteit veranderen. Desondanks blijft de mythe van het Wilde Westen bestaan, de open ruimte om in te ontsnappen aan de geschiedenis, aan de beschaving, aan zichzelf.

Even in the cities, even among the dispossessed migrants of the factories in the fields, space exerts a diluted influence as illusion and reprieve…. the outdoors is freedom, just as surely as it is for folkloric and mythic figures…. It is public land, partly theirs and that space is a continuing influence on their minds and senses. aldus de Amerikaanse historicus en schrijver Wallace Stegner in The American West as Living Space. In hun 616 paginan’s tellende studie The American West. A New Interpretive History schreven in 2000 de Amerikaanse hoogleraren Geschiedenis Robert V. Hine en John Mack Faragher dat

Frontier and West are key words in the American lexicon, and they share an intimate historical relation. From the perspective of the Atlantic coast, the frontier was the West. ‘At different periods in our history,’ an Indiana newspaperman reflected in 1837, ‘the “Far West” has been differently located. At one time Indiana was the far west; at another… the Mississippi. But now, it has been determined that no point short of half a mile this side  of sundown deserves the appalation.’ West might remain as a regional nominative artifact – the Western Reserve, the Old Northwest, the Middle West – but the West moved on with the frontier. Where then is the West? The question has puzzled generations of Americans, for its location has changed with the times. ‘Phantom-like it flies before us as we travel,’ wrote frontier artist George Catlin in the mid-nineteenth century. Even today there is little consensus on its location.


'Where then is the West?' Aangezien de aarde rond is houdt het Westen pas op wanneer men is teruggekeerd naar het startpunt. Het Westen is in de Amerikaanse politieke cultuur een opschuifbare grens. De frontier is nu zover opgeschoven dat het in Afghanistan en Irak ligt. Waarom zou de macht in Washington ook stoppen wanneer haar expansionisme nooit definitief een halt werd toegeroepen? Er is geen nieuwe mythe voor handen om het land een ander zelfbeeld te verschaffen, en misschien is dat wel een nog groter probleem. Hoe kan een imperium dat zijn identiteit ontleend aan de mythe van de almaar opschuivende frontier zijn expansionisme stoppen? Op grond waarvan zou de Amerikaanse elite dit uberhaupt willen? Welke noodzaak ziet zijzelf doorvoor? Geert Mak kan dan wel stellen dat ‘Amerika in de loop van deze eeuw van een dominante wereldmacht weer het “gewone” land [zal] moeten worden dat het tot 1940 was,’ maar dat advies bewijst alleen maar hoe weinig hij van de geschiedenis begrijpt want ‘Amerika’ is nooit een ‘gewoon land’ geweest, ook niet in ‘1940’. Bovendien getuigt zijn opmerking van weinig psychologisch inzicht, de wereld zit veel gecompliceerder in elkaar dan zijn simplistische veronderstelling dat die eenvoudigweg maakbaar is. De mainstream in de polder beseft niet dat het Amerikaans exceptionalisme al eeuwenlang diep verankerd ligt in de ideologie van Manifest Destiny en in de latere Amerikaanse Droom. Hine en Mack Faragher:

The wars between the natives and the Puritans deeply influenced the way Americans would think about the frontier. Puritans interpreted their victories as part of God’s plan. ‘Let the whole Earth be filled with his Glory!’ wrote John Mason after he had torched the Pequots. ‘Thus the lord was pleased to smite our Enemies in the hinder Parts, and give us their land for an Inheretance.’ Increase Mather, the influential Puritan divine wrote that the Indian defeat ‘must be ascribed to the wonderful Providence of God.’ Here are the origins of what a later generation would call ‘Manifest Destiny.’

Die opvatting ligt ten grondslag aan elke Amerikaanse militaire interventie, het al dan niet goddelijke recht om in te grijpen. Ook al is dit in strijd met het internationaal recht, de Amerikanen menen een hogere rechtsorde te dienen, daarbij gesteund door ideologische opiniemakers die hun publiek voorhouden dat orde, evenwicht tussen de verschillende machten, binnen Amerika en ook in de rest van de wereld,’ het ‘doel’ is en dat de VS al ‘decennialang als ordebewaker en politieagent’ optreedt, ‘om maar te zwijgen van alle hulp die het uitdeelde.’ In werkelijkheid ging het altijd om expansie  ten koste van andere volkeren. Zo schrijven de auteurs van The American West. A New Interpretive History:

The history of expansion was unparalleled in the modern world.
James Madison, ‘the father of the Constitution,’ placed expansion at the heart of the American political system. ‘Extend the sphere,’ he argued, ‘and you make it less probable that a majority of the whole will have a common motive to invade the rights of other citizens.’ American republican government was thus tied to an ever expanding system, to what Madison called ‘one great, respectable, and flourishing empire.’ George Washington also envisioned the United States as a ‘rising empire.’ a growing, expanding sovereign state. The American people, he asserted, were ‘placed in the most enviable condition as the sole Lords and Proprietors of a vast Tract of Continent, comprehending all the various soils and climates of the world. They are, from this period, to be considered as the Actors on a most conspicuous Theater.’ Many Americans entertained similar continental ambitions. ‘The Mississippi was never designed as the western boundary of the American empire,’ declared Jedediah Morse in American Georgraphy, the popular textbook he published in 1789, the year the Constitution was ratified. ‘It is well known that empire has been traveling from east to west. Probably her last and broadest seat will be America… the larges empire that ever existed… We cannot but anticipate the period, as not for distant, when the AMERICAN EMPIRE will comprehend miilion of souls west of the Mississippi.


Tot aan Hawaii, Guam, de Philippijnen, en in de twintigste eeuw de rest van de wereld, ‘the West was America’s future,’ schreef de Amerikaanse hoogleraar Geschiedenis Joseph John Ellis, wiens werk zich concentreert op leven en tijdperk van de grondleggers van de VS. Na de val van de Sovjet Unie dachten de machthebbers in Washington zelfs dat ze als enige supermacht werkelijk overal ter wereld tamelijk ongestoord hun gang konden gaan. En onze mainstream opiniemaker in de polder mag dan wel tevreden concluderen dat de VS ‘nog altijd de “standaardmacht”’ is en ‘het anker van het hele Atlantische deel van de wereld in de ruimste zin van het woord,’ voor niet ideologisch gemotiveerde waarnemers wordt deze ontwikkeling gezien als juist een ernstig gevaar voor de toekomst. Het Amerikaanse expansionisme betekent namelijk in de praktijk een permanente staat van oorlog met mens en natuur, een oorlog die de mensheid alleen maar kan verliezen. Er treedt ook hier een opmerkelijke paradox op die de hypocrisie van de ‘standaardmacht’ bloot legt en daardoor in de commerciele massamedia verzwegen wordt. Het betreft de hypocrisie van de claim dat de westerse waarden universeel zijn, terwijl het westerse politieke beleid telkens weer juist het tegenovergestelde bewijst. En toch heeft ook het Westen de Universele Rechten van de Mens, zoals die door de Verenigde Naties zijn geformuleerd, erkend. Daarbij geldt dat

The principle of universality of human rights is the cornerstone of international human rights law. This principle, as first emphasized in the Universal Declaration on Human Rights in 1948, has been reiterated in numerous international human rights conventions, declarations, and resolutions. The 1993 Vienna World Conference on Human Rights, for example, noted that it is the duty of States to promote and protect all human rights and fundamental freedoms, regardless of their political, economic and cultural systems. 
All States have ratified at least one, and 80% of States have ratified four or more, of the core human rights treaties, reflecting consent of States which creates legal obligations for them and giving concrete expression to universality. Some fundamental human rights norms enjoy universal protection by customary international law across all boundaries and civilizations.
Human rights are inalienable. They should not be taken away, except in specific situations and according to due process. For example, the right to liberty may be restricted if a person is found guilty of a crime by a court of law.

Wat dit praktisch betekent blijkt ondermeer uit

Article 22.
Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality.
Article 25.
Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control.
Motherhood and childhood are entitled to special care and assistance. All children, whether born in or out of wedlock, shall enjoy the same social protection.
                                   Article 30.
                                   Nothing in this Declaration may be interpreted as implying for any State, group or person any right to engage in any activity or to perform any act aimed at the destruction of any of the rights and freedoms set forth herein.

Hoewel het dus een onvervreemdbaar universeel recht is dat ‘everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation,’ blijkt in de praktijk dat het Westen met geweld een economisch systeem in stand houdt waarbij volgens één van de invloedrijkste westerse ideologen zelf, Zbigniew Brzezinski, er een ‘impoverished two-thirds of humanity’ is ontstaan. Kortom, universele rechten van de mens mogen dan wel op papier bestaan, maar in de praktijk handelt het Westen er niet naar. De eigen economische en geopolitieke belangen gaan dan voor. Het is dan ook geen toeval dat 1948 hetzelfde jaar van de Universele Verklaring van de Rechten van de Mens, het hoofd van het Planningbureau van het Amerikaanse ministerie van Buitenlandse Zaken, George Kennan, in een beleidsbepalend toen nog geheim document de Amerikaanse regering adviseerde dat aangezien:

Wij ongeveer 50 procent van de rijkdommen in de wereld [hebben], maar slechts 6,3 procent van haar bevolking… Onze werkelijke taak in het komende tijdperk is om een netwerk van betrekkingen op te bouwen die ons in staat stelt deze positie van ongelijkheid te handhaven… We moeten ophouden te spreken over vage en… imaginaire doelstellingen als mensenrechten, het verhogen van de levensstandaard, en democratisering. De dag is niet veraf dat we in pure machtsconcepten moeten handelen. Hoe minder we daarbij gehinderd worden door idealistische slogans, des te beter het is.

In hun boek Eduardo Galeano. Through the Looking Glass (2002) schrijven de hoogleraren Daniel Fischlin en Martha Nandorfy:

Universal declarations or not... the twentieth century has been marked by a simultaneous increase in rhetoric of rights and the perpetuation of genocidal violence. But the recognition of genocide, its increased presence as a focal rights issue in the media and its place as the focus of much late-twentieth century ‘peace-keeping’ efforts, has effectively obscured other forms of violence. Economic and class inequities, for instance, produce the conditions for other forms of less visible abuse that are deeply pervasive. Galeano notes, following a United Nations Development Program report, that ‘Ten people, the ten richest men on the planet, own wealth equivalent to the value of the total production of fifty countries, and 447 multimillionaires own a greater fortune than the annual income of half of humanity’ (Upside Down 28). The Human Development Report 2001 establishes in no uncertain terms the staggering disproportion between excessively wealthy and excessively poor: ‘World inequality is very high. In 1993 the poorest 10% of the world’s people had only 1.6% of the income of the richest 10%. The richest 1% of the world’s people received as much income as the poorest 57%. The richest 10% of the US population (around 25 million people) had a combined income greater than that of the poorest 43% of the world’s people (about 2 billion people).

Nu, elf jaar na het verschijnen van hun boek over het werk van de Latijns Amerikaanse auteur Eduardo Galeano, is wereldwijd het verschil tussen arm en rijk nog meer toegenomen. De mensenrechten zijn een gepolitiseerd wapen geworden in handen van het rijke Westen. ‘Ideale Illusies,’ zoals de Amerikaanse historicus, professor James Peck, ze noemt in zijn in 2010 verschenen boek Ideal Illusions. How the U.S. Government Co-opted Human Rights. Peck concludeert ondermeer dat ‘in the history of human rights, the worst atrocities are always committed by somebody else, never by us.’ Met andere woorden: het universalisme op grond waarvan het Westen geweld tegen andere landen rechtvaardigt, is in de praktijk van het westerse politieke en economische handelen alles behalve universeel.
