 As Jill Dias has so brilliantly shown in the case of the Portuguese in nineteenth-century Angola, colonial expansion uncannily syncopated the rhythms of natural disaster and epidemic disease. Each global drought was the green light for an imperialist landrush. If the southern African drought of 1877,  for example, was Carnarvon’s opportunity to strike against Zulu independence,  the Ethiopian famine of 1889-91 was Crispi’s mandate to build a new Roman Empire in the Horn of Africa. Likewise Wilhelmine Germany exploited the floods and drought that devastated Shandong in the late 1890s to aggressively expand its sphere of influence in North China, while the United States was simultaneously using drought-famine and disease as weapons to crush Aguinaldo’s Philippine Republic.
But the agriculatural populations of Asia, Africa and South America did not go gently into the New Imperial order. Famines are wars over the right to existence… A key thesis of this book is that what we today call the ‘third world’ (a Cold War term) is the outgrowth of income and wealth inequalities – the famous ‘development gap’ – that were shaped most decisively in the last quarter of the nineteenth century, when the great non-European peasantries were initially integrated into the world economy… By the end of Victoria’s reign… the inequality of nations was as profound as the inequality of claseses. Humanity had been irrevocably divided. And the famed ‘prisoners of starvation,’ whom the Internationale urges to arise, were as much modern inventions of the late Victorian world as electric lights, Maxim guns and ‘scientific’ racism.

Orde, evenwicht tussen de verschillende machten, binnen Amerika en ook in de rest van de wereld, dat was zijn doel… Teddy Roosevelt was een fenomeen... Zoals iedere beschaafde natie had ook Amerika… het recht om, net als in het eigen land bij misstanden, in het buitenland te intervenieren… Die rol van internationale politieagent kon de Amerikaanse marine, toen al de derde ter wereld, uitstekend vervullen, zo meende hij. Het zou de basisfilosofie worden achter talloze Amerikaanse interventies overal ter wereld, vanaf de Europese oorlogen tussen 1914 en 1945 tot Vietnam en – in de jaren negentig – de Joegoslavische oorlogen.

Iraq had the world’s second largest oil reserves, after Saudi Arabia. Ever since the end of World War II in 1945, the United States had been determined to control the oil of the Middle East. Oil shaped U.S. decisions about the Middle East during both Democratic and Republican presidencies. The administration of President Jimmy Carter, a liberal Democrat, had produced the ‘Carter Doctrine.’ Under this doctrine, the United States claimed the right to defend its interest in Middle Eastern oil ‘by any means necessary, including military force.’ In September 2002, the Bush administration said that it would take military action against Iraq on its own, without the support of other countries. This violated the charter of the United Nation, which allows military action only in self-defense, and only when approved by the U.N. Security Council.

Het is tekenend voor de mainstream om de ‘orde’ die de VS afdwingt zo positief mogelijk af te schilderen en tegelijkertijd te zwijgen over de ware redenen van de niet te stillen drang om overal ter wereld zonodig met geweld in te grijpen. De mainstream-bewering van Mak dat ook in het geval van Vietnam de Amerikaanse beleidsbepalers meenden het recht te hebben omnet als in het eigen land bij misstanden, in het buitenland te intervenieren’ is een absurde vertekening van de werkelijkheid, niet meer dan propaganda, zoals uitgebreid gedocumenteerd is aangetoond. Het ging niet om ‘recht’ maar om macht over de grondstoffen en markten van vooral Zuidoost Azie. Daar wees de econoom John Kenneth Galbraith al in april 1962 op toen hij president Kennedy vergeefs waarschuwde voor het ‘danger we shall replace the French as a colonial force in the area and bleed as the French did.’ Maar over het neo-kolonialisme zwijgt de mainstream. Economische en geopolitieke motieven worden genegeerd of vergoeilijkt. Nooit verdiepen de commericiele massamedia en de westerse opiniemakers zich in de diepere oorzaken van het Amerikaanse superioriteitsgevoel. Het wordt als een vanzelfsprekend feit aangenomen. Hoewel ik over dit onderwerp herhaaldelijk heb geschreven, wil ik nogmaals aandacht besteden aan het aspect van de vervreemding, het feit dat de Amerikanen nooit geworteld raakten in hun eigen land. De Amerikaanse auteur Scott Momeday, van indiaanse afkomst, stelde daarover in de documentaireserie The West:
One function of the American imagination is to reduce the American landscape to size, to fit that great expanse to the confinement of the immigrant mind. It is a way to persist in our cultural being. We photograph ourselves on the rim of Monument Valley or against the wall of the Tetons, and we become our own frame of reference. As long as we can transform the landscape to accomodate our fragile presence, we can be saved. As long as we can see ourselves on the picture plane, we cannot be lost.
Arthur Kopit’s play Indians is a remarkable treatise on this very subject of transformation. It can and ought to be seen as a tragedy, for its central story is that of Buffalo Bill’s fatal passage into myth. He is constrained to translate his real heroism into a false and concentrated reflection of itself. The presence of the Indians is pervasive, but he cannot see them until they are called to his attention…
Solemnly the Indians appear. In effect they shame Buffalo Bill; they tread upon his conscience. They fascinate and imperil him. By degrees his desperation to justify himself – and by extension the white mans treatment of the Indians in general – grows and becomes a burden too great to bear.

Overal willen de Amerikaanse machthebbers zichzelf weerspiegeld zien en de maat aller dingen zijn, de heersers over mens en natuur. Deze ideologie is problematisch:
At the root of the problem where our civilization goes wrong is the mistaken belief that nature is something less than authentic, that nature is not as alive as man is, or as intelligent, that in a sense it is dead, and that animals are of so low an order of intelligence and feeling, we need not take their feelings into account,
aldus de Amerikaanse dichter Gary Snyder in zijn essaybundel Turtle Island. In navolging van de Amerikaanse bioloog en pionier op het gebied van ‘ecosystem ecology,’ Eugene Odum, merkt Snyder op dat Life-biomass
is stored information; living matter is stored information in the cells and in the genes. He believes there is more information of a higher order of sophistication and complexity stored in a few square yards of forest than there is in all the libraries of mankind. Obviously, that is a different order of information. It is information of the universe we live in. It is information that has been flowing for millions of years. In this total information context, man may not be necessarily the highest or most interesting product.
Perhaps one of its most interesting experiments at the point of evolution, if we can talk about evolution in this way, is not man but a high degree of biological diversity and sophistication  opening to more and more possibilities...

Het is inmiddels bekend dat de mens niet onbeperkt en zo gewelddadig kan ingrijpen in dit complexe en subtiele systeem waarbij letterlijk alles afhankelijk is van elkaar. De mens is gedwongen een harmonieuzere manier te vinden waarbij ‘what the Sioux Indians called the creeping people, and the standing people, and the flying people, and the swimming people’ naast elkaar kunnen voortbestaan, en niet de ene soort vele andere soorten uitroeit. Gary Snyder:


This isn’t as difficult as you might think. If we don’t do it, they will revolt against us. They will submit non-negotiable demands about our stay on the earth. We are beginning to get non-negotiable demands right now from the air, the water, the soil.
Of zoals lang geleden Chief Seattle de blanke waarschuwde: 

‘Continue to contaminate your own bed, and you will one night suffrocate in your own waste.’
 En de veronderstelling dat het technologisch wereldbeeld dat uit de blanke Europese christelijke cultuur voortkwam de ‘soft power’ kan zijn, in de woorden van Geert Mak ‘de kracht om het debat naar zich toe te trekken, om de agenda van de wereldpolitiek te bepalen’ is levensgevaarlijke hybris van mensen die niet beseffen wat er zich voor zijn ogen afspeelt. Veel intelligenter dan deze mainstream-visie is het inzicht dat zich vandaag de dag verspreidt onder Amerikaanse academici, intellectuelen en kunstenaars. Zo stelde Scott Momaday in 1997 in zijn boek The Man Made of Words:
We Americans need now more than ever before – and indeed more than we know – to imagine who and what we are with respect to the earth and sky. I am talking about an act of imagination, essentially, and the concept of an American land ethic… One effect of the technological revolution has been to uproot us from the soil. We have become disoriented, I believe; we have suffered a kind of psychic dislocation of ourselves in time and space… Our sense of the natural order has become dull and unreliable. Like the wilderness itself, our sphere of instinct has diminished in proportion as we have failed to imagine truly what it is… Most of us have developed an attitude of indifference toward the land. In terms of my own experience, it is difficult to see how such an attitude could ever have come about… We Americans must come again to a moral comprehension of the earth and air. We must live according to the principle of a land ethic. The alternative is that we shall not live at all.

Een fundamenteel probleem is dat de huidige machthebbers en hun opiniemakers een ernstig gebrek aan verbeeldingskracht bezitten, geen analyse kunnen maken van hun eigen materialistische cultuur. Terwijl ze denken vrij te kunnen handelen, zijn ze geketend aan allerlei ideologische doctrines.
Het besef dat technologie ideologie is, is nog niet doorgedrongen… Geef een cultuur een alfabet en je verandert de bestaande denkpatronen, de sociale verhoudingen, de gemeenschapszin, het geschiedbeeld en de religieuze beleving. Voer een drukpers en drukletters in en er treden dezelfde effecten op. Voer apparatuur in die beelden met de snelheid van het licht kan transporteren en je veroorzaakt een culturele omwenteling. Zonder dat erover gestemd en gediscussieerd is en zonder dat er een verzetsbeweging ontstaat. Dat is ideologie in zuivere, zo niet verheven vorm. Een woordloze en daarom des te krachtiger ideologie. Het enige dat nodig is om er een duurzame ideologie van te maken is een volk met een eerbiedig geloof in de vooruitgaqng. En in die zin zijn alle Amerikanen marxist, want als we iets geloven dan is het dat de geschiedenis ons naar een soort beloofd land voert en dat de technologie de drijvende kracht is.

Tegelijkertijd wordt nu de westerse hegemonie op talloze gebieden aangetast. Zo berichtte de Volkskrant via internet op zondag 10 februari 2013
China stoot VS van troon als grootste handelsland. China is de Verenigde Staten gepasseerd als grootste handelsland. Amerika was sinds de Tweede Wereldoorlog de grootste handelsnatie.
De totale Amerikaanse export en import kwam afgelopen jaar uit op 3,82 biljoen dollar (2,86 biljoen euro). De Chinese handel had een waarde van 3,87 biljoen dollar (2,9 biljoen euro).

 China had bovendien een handelsoverschot van ruim 231 miljard dollar terwijl de VS een handelstekort van bijna 728 miljard dollar noteerden.

 De Aziatische grootmacht wordt in rap tempo de grootste handelspartner voor veel landen. 'In dit tempo drijven veel Europese landen tegen het einde van het decennium meer handel met China dan met hun partners in Europa',  aldus een expert van Goldman Sachs.
Desondanks blijven de westerse opiniemakers, op zoek naar ‘hoop’ en ‘optimisme,’ hun publiek geruststellend toespreken met beweringen als dat de VS ‘nog altijd de “standaardmacht” [is], een rol die Rusland, Europa en ook China niet snel zullen overnemen.’ De woorden zijn van Geert Mak uit zijn reisboek waarin hij stelt ‘Op zoek naar Amerika’ te zijn, zonder te beseffen dat hij in feite op zoek is naar een illusie en dat door de versnelling van de tijd het begrip ‘snel’ betrekkelijk is geworden. Het Egyptische imperium werd duizenden jaren oud, de Romeinse bestond niet meer dan enkele eeuwen, terwijl de bloei van het Britse rijk ongeveer een eeuw duurde. Door de toenemende dynamiek en de daaruit voortvloeiende snelheid van veranderingen, wordt de levensduur van imperia steeds korter. Dus is de vraag van Mak, tegen het einde van zijn boek: ‘Zal het zo blijven?’ niet meer dan een illustratie van het onvermogen van de mainstream om de ontwikkelingen in een bredere context te zien. Misschien zou de gestandaardaardiseerde massamedia allereerst eens moeten nadenken over de volgende vraag van Gary Snyder:
Every boulder on a talud is diffferent, no two needles on a fir tree are identitcal. How could one part be more central, more important, than any other?
Waarom leidt conformisme onvermijdelijk tot stilstand en dus tot een vroegtijdige dood? En waarom is het waar wat de discipel Mattheüs de christenen vertelt dat wie het zwaard gebruikt, door het zwaard zal omkomen’? Kan er een andere reden zijn dan dat de kosmos gedirigeerd wordt door logische wetten? Of klinkt dit allemaal te rationeel?
